Kelsay 344.25 <br /> <br />I Councilman Carlson pointed out that the only difference between the present <br />ordinance and the proposed ordinance providing for five appointive members of the <br />Park Board, from whom a Chairman shall be chosen annually by the members was that <br />instead of the retiring mayor being the chairman of the commission, the commission <br />which would consist of five members would select one of their members with the <br />23 recommendation to the mayor for his or her appointment as chairman. The wording of <br />the ordinance might possibly be interpreted that it would be solely up to the mayor <br />to appoint the particular person recommended by the commission, so Mr. C~rlson sug- <br />1gested that this ordinance be held until the next meeting before passing on the <br />same and it was so ordered. <br /> <br />Ordinance adopting the system of civil service now in force in the city of <br />Eugene for paid fire-fighters, as a system of civil service for the policement of <br />the city of Eugene was presented. The ordinance merely provided that the policemen <br />would also be included under the ordinance passed previously for the firemen. It <br />passed its second reeding by unanimous consent of the council and under suspension <br />of the rules. Durins the third reading, councilman Reid objected, stating that he <br />felt' this.suggestion deserved more consider~tion and be placed in the hands of the <br />committee for further study. After considerable discussion and when it was moved <br />that the rules be suspended for the third reading and no adverse vote being had, the <br />ayes and nays were called, all present voting aye, except Councilman Reid who ans- <br />Iwered "not voting". Question then arose as to whether or not the ordinance was <br />24 passed and the council determined if the city attorney ruled that the ordinance was <br />not passed properly, then it would be held for its third and final reading at the <br />next meeting, otherwise said ordinance would be in full force and effect. No dis- <br />senting of vote arpearing, as to the passing of said ordinance to its second and <br />third reading in the night of its first initiation in spite of the fact that Council <br />man Reid did not:vote, said ordinance is considered in full force and effect and <br />numbered 8475. <br /> <br />The Recorder presented the offer from G. ~.
