Carr has offered the City the sum of $523.08 for <br />said property, which, according to the appraisanent is all that the <br />property is worth. <br /> <br />~ <br />~ <br /> <br />NOW, THEREFORE <br /> <br />BE IT RESOLVED by the Common Council of the City of Eugene that -the <br />Mayor and Recorder be and they are hereby directed to exeQute a bar- <br />gain and sale deed to Jay W. Carr for the above described property, <br />and to accept as the purchase price thereof the sum of $523.08. <br /> <br />Councilman Hendershott stated that Mr. James A. Rodman claimed title to residences at <br />1104 and 1ll.t4 East 28th Avenue and to which property the city also claimed title. It was revealed <br />that Mr. Rodman was collecting rent and it was the Finance Committee's recommendation that the City <br />Attorney investigate the matter and report at the next council meeting and it was so ordered. <br /> <br />Mr. Hendershott furiher stated that the city had recei wd an offer of $20.00 for all of <br />the old tin pipes stored in the assembly room of the City Hall and recommended that the offer be ac- <br />,cepted and it was so ordered. <br /> <br />Mayor Large addressed the council cOllcerning the city's disposal of ciW-owned property. <br />Mayor Large upheld the present program but wished to refer the problem to the Finance Committee for <br />their study and recommendation, determining whether or not a change of program is desired. Mr. Hen- <br />dershott, Chainnan of the Finance Committee, stated that his Committee would be glad to meet at any <br />time with such organizations as the looal Realty Board,County Court, etc., to work out any program <br />that they deemed advisable. Mr. R. H. Parsons, Parsons Realty Company, '\YB.S invited by the Mayor to <br />address the council. Mr. Parsons stated that he ihought improvements could be made such as having <br />the property appraised and .prices set on the property and title made good so that a sale could be <br />consumnated without delay. He suggested that a list of all city-owned properties with a definite <br />price set opposite them, be filed with all Realty Companies, so that if they are in a position to <br />make sales of the same, they can do so. He fur-ther stated that he was certain that the Realty <br />Board would welcome -the opportunity of meeting with the Finance Committee in order to discuss the <br />problan. <br /> <br />Counoilman Hanns, Chairman of the Fire and Water Conunittee, reoommended that statements <br />be mailed to the following parties to whom servioes had been rendered by the Fire Department on <br />out-of-town calls: Ray C. Newbury, $15.00; E.C. Hall, $12.00; Jack Stuber, $5.00. This recommenda <br />tion was duly accepted by the council. <br /> <br />Mr. Hanns further recommended that the City Attorney be instructed to wri te all parties, <br />whose accounts are delinquent with respect to ou~of-town calls, and further that a certified list <br />of said delinquencies be posted in the fire department and any calls received from those listed are <br />to be denied by reason of non-payment of bills. Upon motion made and seconded, the recommendation <br />of the Committee was duly approved. <br /> <br />Councilman Page, Chairnan of the Park Connnittee, recommended that the city of Eugene be <br />the sponsoring agency for the construotion of sidewalks to Hendrick's Park that are necessary to <br />connect with the present sidewalks and park through WPA projects. This ms approved and the City <br />Engineer instructed to make the necessary preparation for filing said applications. <br /> <br />Mr. Page further stated that it was now necessary to secure gates for the new deer and <br />elk pens . Mayor Large stated that this was the problem of the Park Board to take care of out of <br />the present budget. <br /> <br />Mr. Page stated that he ,had received innumerable complaints on trees that needed trimming <br />in order to afford proper pedestrian traffic. The matter was referred to the Park Board to handle <br />to the best of their ability. <br /> <br />~ Police Committee recommended installation of a street light in the alley looated bet- <br />ween Alder, Kincaid, 12th and 13th Streets. The recommendation of the Conmdttee was duly approved. <br /> <br />Mayor Large stated tbl t he and City Engineer Clubb had made a trip to Portland on February 17. <br />to meet with the State Highway Commis sion regarding the instllation of traffic lights in the city <br />of Eugene. He reported that the Connnission had requests from two other cities and that they had <br />promised them that a definite report would be made at their regular March ~eting. ~or Large ex- <br />pressed hopes 0 f securing financial aid from the Highway Commissi on in -the installation. <br /> <br />Councl1mm Rei d raised the que stion of oarrying off water from. the Skinner Butte Park road <br />where there is now installed a drain ti te under the road which lets the water flood the flat countyy <br />He suggested that this be tiled to a proper carrying away point. City Engineer Clubb was illStrocted <br />to prepare an estiDR te on the, oost of. such a project. <br /> <br />The City Recorder was instructed to not sign and release the municipal airport contract <br />between the City of Eugene and Harold Sanders until the rental and commissions on the 1937 contract <br />were paid in full and it was so ordered. <br /> <br />Letter from Graziel1a V. Boucher, Portland, reprimanding the inhumane action of a oi ty <br />police officer in his conduct toward a stray dog which had been brought in the police station for <br />care and shelter, was presented and ordered filed. <br /> <br />~ <br />
