Upon motion made and <br />duly seconded, thi s rec ommer:da t ion was unanimously approved. <br /> <br />Mr. Bond reported that the carnival, sponsored under the auspices of the Veter ns <br />of Foreign ITar, had left the grounds in an unsightly condition. The Chief of Polic <br />was instructed to contact the ofricials of the orgaoization and see that the proper y <br />is properly cleaned and it was so ordered. <br /> <br />City Attorney Calkins was instructed to prepare an ordinance preventing use of <br />the parking lot adjacent to the City Hall by the general public and by the staff <br />and patrons of the Eugene Hospital and Clinic and it was so ordered. <br /> <br />Mayor Large stated that N.E. Glass, Judge of the County Court, was desirous <br />of maintaining the woodyard at 16th and High Streets until such a time that nego- <br />tiations were under waY-ll\lhereby they would have other properties tO,use for wood- <br />yard purposes. It was pointed out that the Lane Gounty Court had received some <br />very severe judgments and as a result were showing a tendency to cooperate with <br />the city; that we should cooperate and not put them to any undue hardship in asking <br />/20 them to vacate the premises at once, and it was so ordered. <br /> <br />;19 <br /> <br />21 At this time Councilman Reid arrived. <br /> <br />;22 <br /> <br />With respect to the condemnation of the Yates Hotel, City Engineer Clubb re- <br />ported that he could not see what repairs could be made to the building to render <br />it usable for its present occupancy. Mr. William East, Attorney for Frank Chambers, <br />proprietor of. the Hotel, requested that Mr. Chambers be given an opportunity to <br />put the building in proper repair to meet all health and fire hazard requirements, <br />or if the council saw fit not to grant this, to allow an extended period of time <br />in which the tenants could find other places to reside. The Health Committee re- <br />ported that it was their recommendation that condemnation proceedings be completed <br />and the City Attorney be instructed to proceed with demolition proceedings and that <br />the tenants,be given a period of sixty days in which to vacate the premises. It <br />being understood that the building should be removed from the premises within sixty <br />days from date hereof. Upon motion made and duly seconded, this recommendation was <br />approved. <br /> <br />The Health Committee also recommended that demolition proceedings be institute <br />123 against Joe's Place and the City Attorney was instructed to act in this matter. <br /> <br />24 At this time Councilman Carlson was excused from the meeting. <br /> <br />Communication from Mrs. Fred Broders, Chairman of the Garden Club, in which <br />she seeks $20.,00 additional for completion of work commenced in the,city-wide <br />clean-up campaign, was presented. Councilman Lamb stated that it was his under- <br />standing that the city agreed to contribute $150.00 to be used in conjunction with <br />other funds for the removal of trash from the City of Eugene; that it was his re- <br />commendation that the Eugene Garden Club receive not one cent of this $150.00 until <br />the work is completed. Upon motion made and seconded, it was agreed that the city <br />is to pay $150.00 to the Eugene Garden Club at the completion of the project and <br />,25 that the request for additional funds be denied, and it was so ordered. <br /> <br />Request from the Vestry Board of St. Mary's Episcopal Church asking for a <br />permit to erect their new church building at the corner of 13th Avenue and Pearl <br />Street, the building to be located nearer the property line on Pearl Street than <br />permitted by the new "setback" ordinance, was granted by the Board of Appeals and <br />action sustained by the council inasmuch as they felt that such a request would not <br />be a detriment to the residents of that block. <br /> <br />, 26. <br /> <br />,27 <br /> <br />28 <br />1 <br /> <br />I 29 <br /> <br />Request from Mrs. J. C. Knight for a permit to erect an addit~onal story on <br />her building at 1445 East 14th Avenue to be used as an apartment building, was <br />denied by the Board of Appeals on the grourids that such an addition would constitut <br />a fire hazard. This action was approved by the Council. <br /> <br />, Request of Mrs. Patricia Edwards for a permit to make certain minor alterations <br />to the house located at 2244 Alder Street, the house to be used for apartment pur- <br />poses, was granted by the Board of Appeals and action sustained by the Council. <br /> <br />Canvass of election returns for the Special Election held in the City of <br />Eugene on May 20~ 1938, was presented and ordered filed. <br /> <br />Statement of bills for the Eugene Public Library for the month of April, was <br />30 presented and ordered filed. <br /> <br />Councilman Hanns, Chairman of the Fire and ~ater Committee, stated thut the <br />request of the Eugene Hospital for permission to construct a bridge" 6-feet in widt <br />/ 31 across the alley south of the hospital building had been granted and permit issued. <br /> <br />~ <br />
