NOTICE OF SPECIAL COUNCIL MEETING i: <br /> <br />To the M.embers of the Common Council of the City of Eugene: <br /> <br />NOTICE IS HEREBY GIVEN., That on this 7th day of September" 1938, the Mayor of the <br />City of Eugene hereby calls a meeting to be held at ten o'clock A. M. in the <br />Council Chambers in the City Hall in the City of Eugene for the consideration of <br />I the following matters: <br /> <br />(a) Appointment of members of the Budget Committee for preparation <br />of the annual budget for the city. <br /> <br />(b) The submission to the electors by resolution of charter amend- <br />men t s . <br /> <br />(1) Changing the term of the Recorder and Treasurer. to <br />four years. <br /> <br />(2) A self-liquidating sewage disposal proposal. <br /> <br /> <br />(3) A proposal for contribution by the Eugene Water <br />Board to the city's current expenses in a form <br />to be proposed at the meeting. <br /> <br />(4) Any other charter amendments or proposals to be <br />submitted to the electorate, all of the fore- <br />going having to do with the general election <br />held in the state November 8, 1938. <br /> <br />(5) Passage of ordinance calling a Special Election ~ <br />for. submitting to the electors of the City of <br />I Eugene the above proposed charter amendments. <br /> <br />Eugene, Oregon, September 7, 1938. <br /> <br />/s/ Elisha Large <br />Mayor <br /> <br /> <br /> <br />Council Chambers, Eugene,. Oregon <br />September 7, 1938. <br /> <br /> <br />The council met in special meeting pursuant to the call of Mayor Large <br />with all councilmen present except Messrs. Page and Hanns. <br /> <br />Mayor Elisha Large named the following individuals to comprise the <br />budget committee for the year 1939: Messrs. Fred Stickles, A. C. Dixon, Con Dillon <br />Robert Lemon, Robert Hall, Jack Luckey, James Rodman, and Nathan Rubenstein. Upon <br />j motion made and seconded, the appointments werB duly confirmed. <br /> <br />Resolution submitting to the electors of the city the proposal of a self- <br />liquidating sewage disposal, was presented and upon motion made and seconded, <br />J unanimously adopted: <br /> <br />II RES 0 L. UTI 0 N <br /> <br />BE IT RESOLVED by the Mayor and Common Council of the C~ty <br />of Eugene, Oregon, that there be submitted to the electors <br />of said city for their approval or rejection, at the general <br />State and National election held on Tuesday, November 8, 1938, <br />the annexed Charter amendment, being, : <br /> <br />I~ AN ACT to amend the Charter of the City of Eugene, Oregon, <br />by adding a new chapter thereto, authorizing the Common Council <br />to own, acquire, construct, equip, operate and maintain within <br />and without the city limits of Eugene sewage disposal plant <br />or plants, sewers, equipment and appurtenances necessary, useful <br />or convenient for. a complete sewer system and disposal plant~ <br />to acquire any property, rights of way, or easements; to establish <br />just and equitable charges for service upon all water users; to <br />require the Water Board, without charge, to collect such charges <br />from water users and pay the same to the city; to issue self- <br /> <br />liquidating bonds in a sum not exceeding $85,000.00; to accept <br /> <br /> <br />I~ <br />
