' <br /> <br />In behalf of Councilman Carlson, the City Recorder presented a report requesting that <br />the following property be dedicated to the public for a street (between 24th and 25th Avenues on <br />Harris Street) <br />Beginning at a point 731.69 feet West and 400 feet South of the intersection <br />of the South line of 23ra Avenue with the West line of University Street <br />"and run thence West 58 feet~ thence South 146 feet. thence East 58 feet. thence <br />North 146 feet ~o the place of beginning. <br />Upon motion made and seconded the recommendation of the Street Connni ttee was approved. <br /> <br />A <br />16 <br /> <br />11 <br />17 <br /> <br />A written request from Delbridge Holcomb, in behalf of his mother Minnie E. Holcomb. <br />asking the council to reconsider their deois ion am grant her a permit for erecting a porch and <br />outside steps on the side of her residence at 1190 Monroe Street was presented to the council. <br />After considerable disoussion and upon motion made and seconded the request was denied. <br /> <br />J <br /> <br />18 <br /> <br />At this time W~. Roy Morse, acting as chairman for'a group of business men. appeared <br />before the council and reported the selling of stolen goods to operators of second-hand shops. <br />It was requested that the council prepare a more stringent control, of the operations of the second- <br />hand dealers of the City of Eugene. Mr. William Tugrran and Mr. Perry Price also addressed the <br />council on this subject. After a lengthy discussion concerning the aotion to be taken the <br />matter was left in the hands of the Judiciary Committee and the City Atto mey to meet ,'lTith the <br />committee of business men and seoond-hand dealers in order to bring before the next meeting of <br />the council a proper regulating ordinance. <br /> <br />) <br />19 <br /> <br />Mayor Large at this time brought up"the question concerning the use of the building <br />located on Olive between 13th and 14th by the Pacific Truck Express and it was pointed out that <br />this vms a non-conforming use. Upon motion made and seconded, the City Recorder was instruoted <br />to communicate with the head office in POrtland. and notify them tlB. t they have fifteen days <br />time in which to vacate said premises or the council would be requested to take action and it <br />was so ordered. <br /> <br />At this time Mayor Elisha barge presented a letter from the Obsidians, Inc. favoring <br />the sewage disposal plant and urging that the project get under way at once. Tlle letter was <br />placed on file. <br /> <br />21 <br /> <br />A request from Martin Riis asking for a permit to install a steam press in his home at <br />1358 East Twenty-Thira Avenue in order to conduct a clothes cleaning and pressing business was <br />presented. While members of the Board of Appeals felt sympathertic for Mr. Riis in his disability <br />they recommended -that the request be denied. Upon motion made and duly seconded the recommendation <br />of the Board was approved. <br /> <br />J <br />22 <br /> <br />A letter received by the Board of Appeals from Margaret and Richard K. Guske asking <br />for arpermit to erect three small duplex houses on the rear of Lot 2 Block 9 University Addition <br />back of the' Falcon Restaurant at 1426 Onyx Street was presented. Mr. E. E. NJa rt in, member of the <br />Board of Appeals placed an objection on the ground of building congestion. The other members <br />of the Board recommended that the request be granted. Upon motion Iilade and duly seoonded <br />,the request ~s granted. <br /> <br />\ <br />23 <br />J <br />24 <br /> <br />Communication from the NYA stating that two youthS. had been assigned to Mr. Charles <br />Sulli van of the Park Department in the caring for Skinner Butte Park was presented and ordered <br />filed. <br /> <br />The monthly report from the Eugene Public Library for the month of March was presented <br />and ordered placed on file. <br /> <br />A petition requesting that the Zoning Ordinance be changed to allow the property at <br />the Northwest corner of Franklin Boulevard and Moss Street to be used as a business property <br />was presented to the council by Mr. H. B, Freeland. The matter was referred by the council to <br />the planning Commission and Mr. Freeland to appear before the Planning Commission at its hearing. <br /> <br />\ <br /> <br />An Ordinance re-enacting Ordinance 8583 and nade to conform with the intent of the <br />~oID~on Council, providing for the establishment, operation and maintenance within and vnthout <br />the city limits of the City of Eugene of sewage disposal plant or plants, sewers, equipment and <br />appurtenances necessary, useful or convenient for a complete sewer systema and disposal <br />plant; establishing just and equitable charges for services upon all ,vater and sewer users; <br />requiring the Water Board, without charge. to collect such charges from users of water from the <br />utility and providing for the collection from all water users; providing for the establishment <br />of a fund for the retirement of any outst~ding bonds and interest and for the completion and <br />extension of the system was presented to the oouncil for its first reading, passed to its sedond <br />and third readings by title under suspension of the rules by unanimous consent of the council <br />and was placed for,final reading. The ayes and nays were called, counoil:men voting aye: lainb <br />Reid, Bond, Farrington, Hanns, Page, and Koppe; nay, none; absent.
