The ord inance was dec 1 ared re. ssed and numbered <br />,'" ~ <br />'2-3 8627. <br /> The proposed zoning ordinance to change the property on thew est side of <br /> Oak Street between 11th and 13th streets :Crom a mul tiple fan ily residence district I <br /> to a business property district was presented to the council for its third reading. <br /> Communic~tion t"rom Mr. Lamb stated tha t the Christian Church w as opposed to the <br /> proposed change. Mr. Arthur R. Wilcox, Mr. E. Smith and Mr. William Barker addresse <br /> the council in rigorous opposition to the proposed change. Councilman Hanns stated <br /> that in his opinion the ordinance should not be passed and in the future anyone ~' <br /> wishing to make a business corner out of 13th & Oak Streets should make their reques <br /> to the council and outline the type of business to be established and secure the <br /> approval of all these property owners. The proposed ordinance was placed for its <br /> final reading. Councilmen voting aye: None; nay: Reid, Hanns, Page, Bond, Farring- <br />oW ~ absent: Lamb. The ordinance was declared not passed. <br />24 ton, Carlson.and Louis Koppe; <br /> An ordinance vacating Ferry Street from 8th Street north to the Southern <br /> Pacific Railroad right of way was presented for its third reading and placed for <br /> its final reading. Councilmen voting aye: A. A. Reid, Hanns, Page, Bond, Farring- <br /> ton, Carlson and Koppe; nay: none; absent:' !<INN Lamb. The ordinance was declared <br /> passed and numbered 8628. <br /> Upon motion made and seconded the Recorder was instructed to present to the Eugene <br /> Fruit Growers Association the bill covering the costs incurred in this vacation and <br />25- it was so ordered. <br /> Communication was presented from the Planning Commission requesting the <br /> council to submit to the Planning Commission a direction to hold hearings upon a <br /> proposed change of Lots 3 and 4, Block 5, Fairmount Addition from a single family <br /> residence district to a business district, as requested by Basil T. Williams, of I <br /> Williams Bakery . A resolution was presented directing the Commission to hold such <br /> hearings and make a final report and transmit the same to the Council with their <br /> recommendation. Upon motion made and seconded the resolution was unanimously adop- <br /> ted. <br /> RESOLUTION <br /> BE IT. RESOLVED by the Common Counci 1 of the Ci ty of Eugene ~ <br /> that there is hereby transmi tted to the Planning Commissi.on of the <br /> City of Eugene a proposal to change the classification of Lots Three <br /> (3) and Four (4), Block Five (5), Fairmount Addition to Eugene, Lane <br /> County, Oregon, from a single family residence district to a business <br /> district, this being an extension of the Williams Bakery property south on <br /> Moss Street. <br /> And directing the Planning Commission to adopt a tentative <br /> report; and to hold a hearing thereon in the Council Chambers <br /> in the City Hall of the City of Eugene on Monday, the 4th day of <br /> December, 1939 , at 7:30 ohclock P.M., after giving due notice by <br /> publication once int the Eugene Register Guard, and they shall thereafter <br /> make a final report and transmit the same to the Council with their <br />20- recommendation. <br /> Communication was presented from the Civil Service Commission recommending <br /> the permanent appointment of probationers Gladys L. Dohnert, Police Matron, Richard I <br /> Spies, Patrolman, and C. M. McCoy, Fireman, as a result of their having successfully <br /> passed the performance and physical fitness examinations required by the Civil <br /> Service Commission. Upon motion made and seconded the recommendation was unanimousl <br />27 approved. <br /> A miscellaneous request was presented to the council for their approval <br /> to have dances wi thin the Ci ty of Eugene on Sundaye vening, December 31, (New Year's <br />28/~ve) until 1:00 o'clock A. M. January 1; 1940. The request was tabled. . <br /> l Mr~. a. E. Barrette addressed the council concerning the progress of side- I <br /> walk repairs and the City Engineer reported that the survey was practically complete , <br /> rojects were now in and repairs are expected to commence within a reasonable length <br />29 -of time. <br /> ~ Mrs. Mamie Zumwalt addressed the council asking for a definite report as to <br /> their position under the Eugene Airport lease between themselves and the City of <br /> ugene. The Mayor replied that the matter had been referred to the Finance Committee <br /> ith a request that they report back at the next council mee;t-ing. It was under- <br /> ~tood that the Finance Committee would enter a discussion with Mrs. Zumwalt at the <br />30-bnd of the council meeting. <br /> Upon motion made and seconded the council meeting was adjourned. <br />~ C.
