(Reid arrived <br />1 lat.er'); <br /> <br />The minutes of the previo'Us meeting, December ll~ 1939 were p'resent'ed and I <br />2 ordered placed on file. <br /> <br />Ford Hand, Chairman of the Merchants Division of the Chamber of Commerce, <br />laddressed the council concerning the starting time of the operations of the parking <br />meters. Mr. Hand reported that the commi ttee had been unaole toe,a1l a regular <br />I . ' <br />meeting but stated that it was the opinion of the memoers indi viduallythat. the start- <br />ling time should be made at 10 A.M. because it was their belief and und~r.standing <br />that the parking meters were installed as a means of regulating trafflccongestion, <br />,and that inasmuch as there was no congestion oefore 10 A.M. the meters shouldn I t be <br />Iput into operation until that time. Councilman Bond, Uhairman of the Police Committee, <br />stated that the Police Committee was not ready to submit a report but would recommend <br />that the starting time at 10 A.M. be left in effect until the council meeting of <br />,January 8, at which time the merchant's Division of the Chamber of Commerce could <br />make a formal report. All the councilmen expressed the same opinion and the matter <br />I <br />~as held until the meeting of January S, with instructions that the operations should <br />3-continue as previously arranged. <br /> <br />At this time Councilman Reid arrived. <br /> <br />Counc ilman Farrington, Chairman of the l<'inance Committee, presented the <br />'request of Carl W. Robberson, asking a refund of a deposi t on the offer made <br />'ISeptember 16th on the north 60 feet of Lots 6 and '(, .I:Hock 6, Huddleston's !mended - <br />~ddition. He would like a refund of i80.00 since ne will not 'be able to complete <br />Ithe deal. As the offer was made subject to ability to get a 10an~ the committee - <br />recommends that this refund be allowed and upon motion made and seconded the I <br />4v~ecommendation was unanimously approved. <br /> <br />I The ~lnance Committee recommended the acceptance of the offer of R. R. Fenn, <br />,$490..00, $160...00 cash and the balance at $10.00 per month plus interest' at' 0% for <br />fhenorth' 60 feet of Lot 6, Block l~, Fackards Addition lnorth of the northeast corne <br />pf 1th and Monroe). He intends to move a house on this lot and rebuild it. The <br />FInance Uommittee recommends that this offer be accepted and upon motion made and <br />~-~econded the Irecommendation was unanimously approved. <br /> <br />I The offer of Edith F. Gardiner for client, wm. H. Hodes, $75.,00 cash for t;hat <br />part or Lot 3, Block 3, whitney Addition which lies east of the newly estaolished <br />~lley was presented by the ~inance uommittee with a recommendation that the offer <br />Blbe accepted. Motion was made and seconded unanImously approving the re'commenaation. <br /> <br />The r:inance Uommittee recommended the acceptance of the offer of Mr-. and Mrs. <br />9. F. Hoare, ~150.00 cash for lots 11 and 12, Block ;5, Agate .t'lat, (450 feet t>outh <br />pf the southwest corner of ~5th and ~merald). They intend to move a house on this <br />Qot and motion was made and seconded unanimously approving the recommendation of <br />I <br />7~the Finance Committee. <br /> <br />The Finance uommittee recommended the acceptance of the offer of War-dJohnsto <br />tor piece of property at the southwest corner of 10th Avenue and Polk ::;treet~ 00.93 <br />reet oy 160 feet; price 1P,600.00, :jp120.00 down and :jjl120.00 per year interest at 6 <br />per cent. Motion was made and seconded unanimously approving tne committee's I <br />W~ecommendation. <br /> <br />I Councilman ,tf'arrington presented the request; of Guy Jjailey for a zonlng Change <br />ana inasmuch as.,the offer details the approval of the Board of Appeals~ it was refer~ <br />9/!to the Beard of Appeals to repor t at the next council meeting. <br /> <br />,I Councilman !1aprington recommended the aen:lal of the previous request of the <br />~lnisterlal Association and the Salvation Army asking the city to set aside $1500.00 <br />put of thisyearts emergency fund for taking care of tr-ansients and for relief" 1- <br />purposes. Councilman Hanns expressed the opinion that the city owed some relief" <br />~ssistance of this kind and that he would hate to see the council take adverse action <br />without giving this more serious consideration. Motion was made and seconded that . <br />I <br />~he report of the committee be approved and upon taking a general vote all councilmen <br />) present voted yes except Councilmen Ltamb and Hanns, and they voted no. The motion <br />10 was declared carried. ' <br /> <br />I 60unci1man Farrington reported that the Finance Committee had received a r-e- <br />puest from the City Recorde~'s office for additional office help in taking car-e of th <br />extra work c.:.aused through the rigid enforcement of the traffic ordinances.
