Mayor Elisha Large presided over the <br />meeting. Councilmen present were: Messrs: A. A. Reid, P. J. Hanns, Sam C. Bond, <br />l~ A. C. Farrington, Fred Carlson, Louis Koppe, E. A. Barette and Herbert J. Cox. <br /> <br />tv <br />,....J <br />;~l <br /> <br />\p.f." <br /> <br />The minutes of the previous meeting, January 8, 1940 were presented and <br />~ ordered placed on file. <br /> <br />I <br /> <br />Councilman Farrington, Chairman of the Finance'Committee, recommended the <br />acceptance of the property offer of Ramey' W. Rugh for client, Marvin L. Dow, <br />$400.00; $80.00 cash and the balance of $320.00 to be paid on or before 90 days <br />for Lot 11, Block 1, Gilmores Addition (48.7 feet north from the northwest corner <br />of Broadway and Polk) Upon motion made and seconded the recorunendation of the <br />3' committee was unanimously approved. <br /> <br />The Finance Committee recommended that the offer of Mike Dewey be rejected: <br />$243.00 cash for the West-55-feet of Lot 7, Block 6, Lizzie Luckey Addition; or <br />if the city does not want to cut off the 55 feet, will ~ive $221.00 for the West <br />50 feet of same lot (northwest corner of 16th and Olive); intends to build a house. <br />Upon motion made and seconded the recommendation of the Finance Committee was <br />4- unanimously approved. <br /> <br />I <br /> <br />, The offer of H. E. Cully for Lot 7, Block 6, Lizzie Luckey Addition, at a <br />price of $750.00 cash and a refund of 10% if house is constructed within ninety <br />days was presented to the cou~cil with a recommendation of the following counter <br />offer: $750.00 cash with a $50.00 Defund when the house is completed. Brewer was presented: $400.00, $20.00 <br />cash; $80.00 on February 5th and the balance at $50.00 a month plus interest at <br />6% for Lot 9, Block 1, Hendricks Addition (150 feet from the northwest corner of <br />15th and Lawrence) Request $50.00 refund upon completion of house. The Finance <br />Committee reeommended that this offer be accepted and upon motion made and <br />6, seconded the recommendation was unanimously approved. <br /> <br />The Finance Committee recommended the acceptance of the offer of H. E. <br />Cully, for client, $400.00 for a 5.17 foot strip on the north side of 11th Avenue <br />between Almaden and Chambers Streets and upon motion made and seconded the <br />7" recommendation was unanimously approved. ~: cq~~ -1~ --dJ-a.-117~"'(../ <br /> <br />The Finance Corunittee recommended the offer of Ramey W. Rugh for client, <br />Floyd A. Painter, $425.00; $85.00 cash and the balance of $340.00 to be paid on <br />or before 90 days for Lot 10, Block 2, Gilmore's 4ddition. Intends to build. <br />8" Upon motio'n made and seconded the recommendation was unanimously approved. <br /> <br />The Finance Committee' also recorunended the offer of Lynn S. McCready to <br />deed the city part of Lot 10, Sunset Terrace and a Metes and Bounds description; <br />the city to cancel an assessment of $23.17 against the north six feet of Lot 10, <br />9\ and upon motion made and seconded the recommendation was unanimously accepted. <br /> <br />A $1000.00 counter offer was recommended on the offer'of Hugh B. Wood, <br />$800.00 for the ,East 105 feet of Lots 5 and 61 Block 24, Gross Addition (northwest <br />corner of 22nd and Onyx); intends to build a ;ui7500.00 home. ' Upon motion made and <br />10- seconded the recommendation was unanimously approved. <br /> <br />I <br /> <br />A $600 counter offer was recommended on the offer of Clyde McDougall, <br />$500.00, $100 cash and the balance at $80.00 each six months plus interest at <br />6% for-the two lots on the West side of Polk between 7th and 8th Avenues; one 66'xlO ' <br />and the other 60'xl05'. Wishes separate contracts on these lots. Motion was made <br />11-' and seconded unanimously approving the recommendations of the Finance Committee. <br /> <br />The offer of W. L. Seward for Lot 1, Block 10, Hollenbecks addition,$600.00, <br />$120.00 down and $10 per month at 6% interest; southwest corner of 17th and <br />mashington Streets, was presented with the recommendation of the Finance Committee <br />l2~ and upon motion made and seconded the recommendation was unanimously approved. <br /> <br />I <br /> <br />l~ <br /> <br />Councilman Farrington reported that at a meeting of the budget committee <br />several years ago it was agreed between the City of Eugene and the school board <br />of School District #4, that beginning July 1, 1939, the school board would pay <br />~50.00 per month rent for office space in the city hall building. It was the <br />~ecommendation of the Finance Committee that beginning July 1, 1939 the school <br />~oard be billed at $50.00 per month and upon motion made and seconded the recornmenda- <br />~ion of the committee was unanimously approved. <br /> <br />Councilman Bond, Chairman of the Police Committee, stated it was the. <br />committee's recommendation that the starting time of the operations of the parking <br />eters be set at 9:00 o'clock a.m. and the recommendation was, upon motion made <br />~nd seconded, unanimously approved. <br />I <br /> <br />~ <br /> <br />l~ <br />
