Councilman Bond Stated that Police Officer Leonard Kearney attending the FB <br />'School in Washington D. C. Had been granted $100 ~y the Eugene Police Officers' <br />Association,in addition to the $90 originally granted by them, because of change <br />in living quarters in Washington and recommended a vote of thanks to the ass'ocia- <br />17 ~tion. The council unanimously approved the recownendation. <br /> <br />Communication was presented from C. A. Coulter complaining of a dilapidated I <br />gar~ge on the front of the property at 662 East 14th Avenue and asked the council <br />to investigate his claim with the view of condemning the structure. 'The' communica- <br />18 tion was ordered placed on file. <br /> <br />A request was received from Mr. and Mrs. W. J. Ogelsby asking for a <br />J permit to convert their house at 1391 Moss Street into apartments. The Board is <br />19 holding this request for further information. (see also Par. 23). <br /> <br />. <br /> <br />A request was received from Ralph B. Lake for the re-zoning of Lot 7, <br />Block 4, College Hill Park Additiorr in order to permit the erection of a duplex <br />residence. The' Board of Appeals recommends that this request be denied and motion <br />20 was made and seconded unanimously approving the request. <br /> <br />Request from Lloyd Denslow for a permit to convert his house at 1859 15th <br />East into apartments was brought before the Board of Appeals and as the rough <br />sketch submitted indicated no exterior changes to the house, the Board recommends <br />that the request be granted on condition that he submit to the council a signed <br />J statement by the residents of that locality that there will be no objections to <br />21 the change. The recommendation was unanimously approved. <br /> <br />In regard to the request of ~itty Scobert that she be permitted to erect <br />her proposed duplex houses at the west end of her property. The Board recommends <br />that her request be granted on condition that she present to the council the writte <br />consent of the property owners between her property ana Polk Street. The recommenda- I <br />tion was approved'. Ci ty Engineer Clubb reported that Mrs. Scobert had informed <br />him there were no objections of any property owners as requested by the Board of <br />22 Appeals. He was herewith instructed to issue necessary permits. <br /> <br />Referring back to the request of Mr. and Mrs.' W. J. Oglesby; a plan presented <br />to the members of the Board shows the only change being the enlargement of the dorme <br />on the rear of the building, which would not be visible from the street. The <br />Board therefore recommends that this request be granted as Mr. Oglesby assures <br />this department that h~ has consulted his neighbors and finds no objections. Smith, Attorney, complaining of <br />the gas odor given off by the local gas company and asked the council to make an <br />~ investigation. The matter was referred to the Health Committee with a previous <br />24 request received from Mr. Smith. . <br /> <br />Resolution was presente,d from Oregon State Moose Association thanking the <br />city of Eugene for according the Moose members and delegates the use of its <br />facilities during their conference held in Eugene on July 26th, 27th and 28th, 1940. <br />25 It was ordered placed on file. ' <br /> <br />Communication was presented from F. M. Brown asking for an adjustment on <br />sidewalk repairs. Attention was called t~ the fact that the estimated cost by <br />the city was $6.97 and the amount charged was $13.31, a differenoe of $6.34. The I <br />26 communication was referred to the Ci~y Engineer to report back. <br /> <br />Report for the month of July, 1940 was presented from the Eugene Public <br />27 Library and ordered placed on file. . <br /> <br />A petition was presented signed by property owners ,in the vicinity of lOth <br />and Jefferson Streets protesting the proposed construction of a two story apartment <br />house upon the lot on the South side of 10th Avenue between Jefferson and Madison <br />Stteets. Motion was made, seconded and duly approved instruct,ing the City Eng~neer's 1- <br />office to issue a permit for the construction of a one story single family res1dence <br />28 or a one story duplex house. . <br /> <br />The seoond application for a liquor permit was presented fram Elsie M. <br />Erlandson and ordered placed on file.
