The Finance <br /> _ Comm~ttee recommended that the offer be accepted and motion was made and seconded <br /> 5 unanimously approving the recommendation of the committee. <br /> The offer of Ted Schmitz, $250 for the north 60 feet of Lots 6 and 7 <br /> Block 6, Huddleston Amended Addition or $600 for all of said lots (Northeast' corner <br /> 6- of 13th and Monroe Streets) was presented and upon the recoTImlendation of the <br /> Finance Committee it was rejected. <br /> , Request of Orville J., and Ada E. Hull by Walter J. Fis cus for refund of I <br /> $75 on Lot 1, Block 6, Kelsey s 2nd Addition was presented. As the terrns of the <br /> offer specified the refund and the construction started in August, 1940 the Finance <br /> 7 Committee recommended that the request be granted and it was so ordered. <br /> Councilman Stewart reported that the two hydrants authorized at the last <br /> 8 council meeting had been ordered for the Fire Department. <br /> Mayor Large said he had received various inquiries from industrial <br /> plants close to Eugene, but just outside of the city limits, in regard to fire <br /> calls outside of the city limits 'after January 1st, 1941, and he would like to know <br /> what attitude the council wished to take in regard to this matter. There was <br /> some discussion and it seemed to be the wish of the council to take care of the <br /> fire calls to industrial plants outside of the city limits after January 1. The <br /> question of charges for these calls was brought up and Councilman Bond said he <br /> thought Mr. P. J. Hanns had worked out an etfective scale of charges for rural <br /> runs which were now in use and he made a motion that fire department services to <br /> industrial plants outside of the city limit:tDe made after January 1, 1941 and <br /> be based on the present scale. The motion was seconded by Councilman Reid and <br /> 9- unanimously approved. <br /> Councilman Brownson, Chairman of the HeE;lth Committee, reported that the <br /> city dwnpground was in need of 40 or 50 pieces of 3x12-16 plaflk to extend the <br /> roadway. Upon securing price? he fo~nd all prices the same, ~23.0Q per 1000 feet; I <br /> the amount n~eded to come to $50 or 4~60 and that the money would have to come out <br /> of the Emergency Fund as there was no allowance in the budget for this item. Counci - <br /> ~an Farrington made a motion, seconded by Stewart, authorizing t~e purchase of the <br /> 10 above material out of the emergency fund and it was unanimously approved. <br /> Councilman.Barette stated that the NYA needed a four-inch water main in fron <br /> of the new building being erected by them ~n Sk~nner Butte Park and Dlade a motion <br /> that the Recorder instruct the Eugene Water Board to provide such main in place of <br /> the present Ii" service. Councilman Brownson seconded the motion and it was <br /> unanimously carried. It was also pointed out that there would have to be a hydrant <br /> installed on the line and Mr. C. A. LeVan, Supt. of Streets, said there were some <br /> 11 second hand hydrants and he thought one of these could be used. <br /> . <br /> Councilman Reid, Chairman of the Sew~r Nommittee, brought up the sevver <br /> problem at 19th and Jefferson which had been presented to the council some time <br /> ago. He reported tha t M~. Emily J. Lowry, owner of tile houses had since passed <br /> away and the city had posted signs on the houses denying occupancy until the <br /> sewer connections were made. The estate was willing to run a sewer line back 100 <br /> feet to 19th Street, but they vvanted ,to oqcupy the house and do the work themselves. <br /> It would be necessary for the city to extend the present line across 19th Street, <br /> which would cost in the neighborhood of $50 but there were two other parties <br /> that would pay.a rental fee to connect with this S6'V'ier if it was extended across <br /> 19th Street. A motion was llade and seconded that this party be allowed to occupy <br /> the house and be allowed ninety days to construct the sewer; also, the city is to <br /> s.make the extension across 19th Street paying for the same o~t of the Emergency Fund I <br /> 12 and it VIas so ordered. <br /> Councilman Bond, Chairman of the Police Committee, stated he had received <br /> se veral conrolaints about a produce warehouse located in the 13 or 14 hundred block <br /> on \Jest 4th Street. He stated that the party was using a double garage as a <br /> warehouse and had a large trailer which he kept pariced in the street, sometfmes for <br /> a week at a time without lishts on the trailer. A neighbor backed out of 'his drive- <br /> way and ran into the trailer and did about ~~25 or 830 damage to his car. . He said th <br /> man kept the place fairly clean and he did not think there would be much complaint I <br /> if it "'Jas not for the trailer left in the street. After some disclJ.ssion motion was <br /> made by Councilman Bond, sxconded by Brovmson that the Chief of Police be instructed <br /> to see this party and undertake to have him keep the trailer out of the street. <br /> 13 Motion was unanimously carried. <br /> Councilman Farrington reported that the Finance and Police COMaittees had <br /> talked over the necessity of getting a three wheeled motorcycle for the use of an <br /> ofric er tagging cars for overtime parking. He said the territory "vas so large it <br /> could not be covered on foot. Such a motorcycllie would cost in the neighborhood of <br /> ~?550. Councilman 1:!""Iarrington made a motion, seconded by Brovmson, that the Police <br /> Committee purchase the motorcycle and the bill be paid out of the Parking Meter <br /> ~4\ Fund. Mot-ion was carried. <br />
