E. Wethered in <br />regard to conditions of ~ubbish and garbage in the 1200 block on East 20th Street. <br />He said he investigated and equId 'find nothing out of the way and did not know <br />whether it had been removed before. he arrived or not~ He stated tha t there was ".' <br />a new house under construction in the block and there was the usual rubbish from th .t": <br />out in front but further than that he could find no nuisance there. '~~t. <br /> <br />~ <br />~ <br />~, <br /> <br />23"-> <br /> <br />Councilman Brownson stated that he had been asked by the pageant conwitte <br />to allow them to stretch a banner .across Willamette in front of the pageant head- <br />quarters and on motion by Bond, seconded by Brownson this permission was granted. <br /> <br />Councilman Hawn reported that some free work had been done for them on <br />Park Road. Mr. Rostein had called him and asked if the city would like to have him <br />run the grader over some of the highplaces in the Park Road and Hawn had assured <br />him that they would be glad to have him do that. Mr. Hawn stated that a little <br />later he hoped they could make some improvements on the Park Road through the <br />Street Department. ' <br /> <br />Councilman Hawn also reported that there had been some change in the <br />W. P. A. set up and that some of the activities had been taken over by the <br />school board and the playground committee. Mr. Bailey is not with the Adult <br />Education work anymore and the work is being handled through a traveling man out <br />of Salem. Mrs. C. Neuschwander is the contact party for W. P. A. in the <br />25 Playground Office, and also helps Mr. Fisher when she is not husy. <br /> <br />Councilman Pennington said that the matter regarding a sewer for the <br />D. J. Koupal property at the N. W. corner ofn19th and Hilyard had been referred to <br />his committee. He said tha t Mr. Koupal explained he had paid $125.,99 for a sewer 0 <br />Lots' 5 and 6 in Block 9, Driderton Addition, but that the sewer was clear across th <br />paved street from his lots. Mr. Pennington, stated that he had taken this matter <br />up with the engineer and found that the contract for paving 19th Street had been le <br />tb two different cont:r1actors; one rgnning from Willamette to Hilyard and the other <br />from Hilyard on East. The contractor from Willamette to Hilyard had not put any <br />ny's" across the st.reet flDr sewer connections on the north side,of 19th, but the <br />contractor east of Hilyard Street had put these in, and an additional amount had <br />been charged where the "Y's" were put. It was pointed out that the city owns Lots <br />7, 8,'9 in this same block where Mr. Koupal's property is located and that these <br />lots are in the same condition regarding a sewer as Mr. Koupal's. Pennington said <br />this connection of the sewer on the south side of 19th Street to the north side of' <br />19th Street could be put in for about 65 rt per foot. It was the recommendation <br />of the sewer cornmittee that'if Mr. Koupal would pay this additional charge of 65rt) <br />per foot that the city should put in the connection and that it would serve for ' <br />Mr. Koupal's lots and for the three lots that the city owns in that block. A <br />motion by Councilman Pennington, seconded by Councilman Hawn that the connection <br />be made if Mr. Koupal pay this additional charge was carrred. <br /> <br />I <br /> <br />26 <br /> <br />Chairman Bond of the Police Committee reported that the stop and go <br />traffic signal lights at 13th and Willamette had been completed and were working <br />fine. He made a motiq~ that the bill of Castello and Stocker for this work as per <br />contaact amounting to $1073 be allowed at this time. The motion was seconded by <br />27 Councilman Barette, and on roll call all councilmen voting aye. <br /> <br />Councilman Bond recommended the, transfer of a Package 01ass A Beer Licens <br />from M. B. Merrill (Merrill's Grocery) 94 West ffith to J. A. Morgan and Carroll <br />Kerinedy at 1597 West 11th Street be granted. The motion was made, seconded and <br />carried. - <br /> <br /> 28 <br />I 29 <br />....--...:.1 <br /> 30 <br />I <br /> 31 <br /> <br />32 <br /> <br />At this time Mayor Large said that he had been asked several times to <br />have Polk Street from 6th to 11th, Street be made a through street, and he would re- <br />fer this to the Police Committee to report back at the next meeting. <br /> <br />Councilman Barette stated that if grass from the graves in the I. O. O. F <br />Cemetery would be placed in the aisles the city would remove this free of charge, <br />but that it should be in the aisles not later than Wednesday evening and asked that <br />the press make proper notice of this. <br /> <br />Councilman Farrington said that he had a letter from A. J. McNeese re- <br />garding a Master Plumbers License, number 284, which had been paid for in the sum <br />of $50. A few days after Mr. NcNeese took out this license he suffered a stroke <br />and had not been a ble to work since, and he asked that part of the fee be returned <br />to him. The figures furnished by Engineer W. C. Clubb showed that only an amount <br />of $8.33 on this license had really been used and a motion was made and seconded <br />that $41.67 be refunded to Mr. McNeese. The motion was carried. <br /> <br />CouncilruanFarrington said that he had the regular report concernign the <br />conditions at the Walter's Seiffert Mill in regard to blocking 4th Street. After <br />some discussion by the council this matter was referred to Councilman Barette to <br />investigate and report back at the next meeting. <br /> <br />... <br />
