July 7, 1941. . <br /> <br />A letter from Leonard Keanney, Police Officer, asking for a leave of <br />absence for a year because he has been ~alled for military duty 'with the 20th <br />Radio Intelligence Company at Fort Lewis, was read.' This request is to become <br />effective of June 30th, 1941. It was pointed out that Officer Kearney was on' <br />his vacation the last 2 weeks in June and the ~uestion was r~isedag to wh~ther. <br />or not he 'should be paid for his two weeks vacation at this time. Couhcilman' <br />F~rrington thought t.he council should establish a policy regarding vacations at <br />this time and in the future adhere to it. Councilman Hawn said he believed Mr. <br />Kearney was entitled to the two weeks vacation but to get the matter before the' <br />house, he would make a motion that City employees be granted 'two weeks vacation <br />with pay when they had served for a year or more, but when they were leaving <br />the service, th~ vacation should be prorated as to the amount of time they had <br />served for the year. This motion was seconded by Pennington. Councilman ' <br />Brownson said he felt Mr. Kearney was entitled.to a two weeks vacation with pay' <br />and Councilman Pennington agreed. Af,teT considerable discussion Councilman ' <br />.Hawn said with the consent of his second, he would be glad to change his motion <br />allowing Mr. Kearney the two weeks vacation. Mr. Pennington gave his consent <br />whereupon Mr. Hawn moved that Officer Kearney be allowed to have his two weeks -, <br />33 vacationwith pay. This was seconded by Pennington and carried. <br /> <br />The Library report for the month of May, 1941 was read and ordered " 1 <br />34 placed on file. <br /> <br />A letter fronJ, Mrs. G. B. Hirschy of Wabasha, Minnesota, thanking the City <br />for the use of Skinner's Butte Park for a birthday party attended by 42 people <br />was read. She also expressed her appreciation for the fine co-operation received <br />35 from Mr. and Mrs. Lamb. <br /> <br />At this time Councilman Penningt.on was excused from the Council meeting. . <br /> <br />Ordinance 8679 completing the vacation of an alley running East from Olive <br />Street between 23rd and 24th Streets in Block 3, Rugh's Addition was presented <br />for its first reading and under suspensi-on of the rules by unanimous conse.nt of <br />the council was presented for its second and third readings, by title and placed <br />for final passage. Mayor Large called for objections and there being none asked <br />36 for roll call. All councilmen present voting aye: absent Stewart and Pennington. <br /> <br />, , <br />At this time, Mayor Large asked that the name of Melicent McKinney be Plac d <br />on the regular payroll as an employee in the Recorder's Office at a salary of <br />$85.00 per month. A motion by Farrington, seconded by Bond to this effect was <br />37 carrie~. . <br /> <br />Mayor Large again brought up the .objections to the musical horns on the <br />automobiles at night. He also referred to the excessive speed by the ambulance <br />drivers. The Chief of Police was instructed to see what could be done in regard 1 <br />38 to these conditions. <br /> <br />CounCilman Brownson reported that the pageant committee would like to ereC <br />a permanent sign at both entrances tb the City of Eugene. The Sign to 'be about <br />bill boar~ size. He said he had seen the sign as started and that it would be <br />very good looking. The top of the sign would read that Eugene was the home of th <br />pageant and the lower part of the sign would have a remova'fulepanel on Which othe <br />attractions could be advertised. Mr. Brownson stated that the pageant committee <br />had contacted the Water Boar'd and they were providing the lights for these signs. 'I <br />.The cost of the signs would be approximately $150.00, and the pageant committee , <br />was asking the Fair Board, The Chamber of Commerce, and the City to contribute . <br />$35.00 apiece. CounCilman Bond asked where the money would come from, surely . - <br />not out of the Emergency Fund. Councilman Hawn suggested that the money might <br />come out of the Park Fund, but Barette said he thought that impossible. Hawn <br />suggested the pageant cornmittee might get their money back by making ,a $5.00 char e <br />to any orgalhization wiShing to use the removable panel.
