Motion was declared lost. <br /> 1 A request from J. E. Mencke and AliceE. Mencke that the I;;;loutheast corner <br /> of 11th and Ferry Streets be changed from a residence district to a business <br /> district was read. This was referred to the Planning Commission to investigate <br /> ' . <br /> 22L. and report back. <br /> A letter from the Planning Commission stated that on June loth the Cow~issio <br /> took up the question of granting a business district from Willamette to the West <br /> City limits for both 6th and 7th Avenues and this matter was laid over for f <br /> 23 further investigation. <br /> A letter from the Planning Commission regarding an application from Chet <br /> Lawson for a permit to erect a Cottage Grocery on Lot 9, Block 7, Kincaid Park <br /> was read. The Commission explained they had visited the property and had re- <br /> co~ended to Mr. Lawson that he submit plans and specification for a building <br /> suited to the distridt and providing that the architecture is in keeping with the <br /> residence district. A permit then be issued by the council and no further action <br /> 24 taken. <br /> A letter from the Planning Commission was read in regard to the propriety <br /> of requiring business property to provide parking facilities where new building <br /> permits were taken out. It was the Commission's recommendation that the council <br /> give consideration to the drawing of an ordinance that any business building <br /> or buildings in the future pr6vide parking space equal at least to 100% of the <br /> floor area of the building. After some consideration this matter was laid over <br /> 25 for further study. <br /> I Curb cuts for the following were recommended by Engineer Clubb: #878, <br /> Wm. M. Walter; #879, W. B. Shaw; #880 Frank S. Hallock; #881 Frank S. Hallock; <br /> 26 #882 Radabaugh's Auto Court. <br /> The following recommendations from the Board of Appeals were presented <br /> to the council and accepted. <br /> Request v>Jas received from William G. Guske aSking for a permit to repair <br /> and enclose an outside stairway at 31 8th Avenue West. The Board recommends this <br /> 27 request be held for the submission of plans and details of the proposed alteration. <br /> A request was recieved from Mrs. Velma,Dickson asking for a permit to build <br /> a duplex residence on th~ rear of her lot at 1361 West Broadway. The Board <br /> 28 recommends that this request be denied. <br /> A request was recieved from R. E. Harrell asking for permission to develop <br /> the lot at the southwest corner of the intersection of Washington Street and 7th <br /> Avenue for bUSiness purposes. The Board r~colnmends that this request be referred <br /> 29 to the Pilianning Cormnission. <br /> A bill from Jess Hayden on account of $27.21 worth ~f damages to the crank <br /> case and engine of a 1941 Plymouth by striking the red stop sign in the center of <br /> the street at 6th and Charnelton, was read. A motion by Farrington seconded by <br /> 30 Barette that the bill be not allowed was carried. <br /> I ~ <br /> A permanent report froIn the Planning Commission regarding the extension <br /> of a business district on both sides of 7th Avenue from Taylor, West to the City <br /> 31 limits was read. <br /> An ordinance had its fir'st reading to re-classify certain areas in the <br /> following places. That the classification of all pIDoperty from Taylor Street, <br /> West to the City limits, on either.side of 7th Avenue West, extefiding to the alley <br /> I on the North and to the alley on the South in the City of Eugene be and the same <br /> is hereby changed from a single family residence district to a business district. <br /> A resolution was passed authorizing the Recorder to publiSh a notice in the Eugene <br /> Register Guard not less than three times of a Notice of Hearing to be held at <br /> the regular council meeting on Monday, JUly 14, 1941, at 7:30 o'clock P. M.
