He said it was the opinion of the Street Committee <br /> that unless the other gasoline pumps along Pearl Street should be ordered taken <br /> out that the Council should grant the request of May and Meede. Mr. Barette <br /> stated that the street committee and Mr. Clubb were of the opinion that all curb <br /> or sidewalk pillnps now in use should be ordered removed at some date, whether that <br /> date should be sixty days or six mofiths, he was not sure. Councilman E'arrington <br /> stated that these curb pumps probably dated back to tbe horse and buggy days and <br /> that most of them had a visible supply of gas and were a fire hazard in case of an <br /> accident. Councilman Bond said these pumps were a pioneer of the industry and <br /> were probably put-in before the service stations were being used. The amount of <br /> gas pumped through them probably would be surprising, as they were not used only <br /> for the convenience of the occupant of the building. Councilman Barette stated <br /> that the recommendation of the Street Committee was that a resolution should be <br /> passed ordering these pumps removed. Attorney Calkins explained that if action of <br /> this>kind was to be taken it should be by ordinance. There was some discussion <br /> as to what pumps should be removea, JUSL. vue business district or all outlying <br /> districts as well. Attorney Calkins was instructed to b~ing in an ordinance at <br /> the next meeting to the effect that all of these pumps should be removed, including <br /> outlying districts, not later than January 1, 1942 and that a penalty be included <br /> 17 in the ordinance for pumps not removed by January 1, 1942. <br /> Councilman Barette reported that the McCully barn on Elk Drive had been <br /> 18 ,removed. I <br />I Councilman Barette reported that Mr. LeVan and Mr. Clubb had been successful <br /> in handling the pageant crowds in that the seats were promptly provided and promptly <br /> removed and the streets were cleaned up in excellent shape as soon as the pageant <br /> 19 was'.'over. <br /> Councilman Stewart asked to have more time concerning the request for an <br /> additional electrical inspector. The Fire and Water Committee would meet again <br /> 20 Tuesday evening, July 29th and would have a report for the next council meeting. <br /> Councilman Pennington reporting for the sewer department, said that the <br /> amount of $1500.00 had been set aside in the budget for the construction of a <br /> sewer at 24th and Onyx and if sufficient tax money would be available the department <br /> would ~ike to go ahead with this work as planned. Attorney Calkins explained <br /> that even though all of the money might not come in, the law would allow issuing <br /> warrants against this levy. Mayor Large stated current tax collections would <br /> amount to about 90% and back tax collections would probably bring collections up <br /> to 100% of the current levy. Councilman Pennington said under these conditions <br /> 21 they would start to work'i~nediately. <br /> Councilman Bond said it was the recorunendation of the Police Committe that <br /> Fred Haley now making meter collections and repairing the parking meters, be <br /> sworn in as a special officer. Councilman Pennington raised the question of Mr. <br /> Haley being uncer civil service if he was appointed special officer, and Mr. Bond <br /> said that was not the intention. Councilman Bond made a motion to the effect that <br />I Mr. Haley should be sworn in as a special officer with the understanding that he <br /> was not to be considered a policeman nor under civil service ruling. Motion was <br /> 22 carried. <br /> Ordinance No. 8683 levying assessments for sidewalk repairs had its first <br /> reading on June 9, 1941 and its second reading on Jgly 14, 1941 and its third <br /> reading on July 28, 1941. The Mayor called for objections and there being none <br /> asked for roll call. Roll was called with all councilmen present voting aye. <br />( 23 Brownson absent. Ordinance was declared passed. <br />I A ordinance amending section 13 of Ordinance 8413 providing for a 16 foot '\ <br /> set-back on each side of 7th Avenue from Pearl Street, West to the West city limits. <br /> and a 16 foot set-back on both sides of 6th Avenue from High Street, West to the \ <br /> West City limits, was read for the first time and under suspension of the rules <br /> had its second and third reading. The Mayor asked for roll call. On roll call <br /> councilmen present voting aye were: Pennington, Bond, Koppe, Hawn, Farr ington, I <br /> Barette. Stewart no: Brownson absent.
