Mr. Clubb said these people were trying to work <br /> out some kind of a solution whereby they could get a sewer but up to the present <br /> time there was on party who was not agreeable to spending any money. Mr~ Brownson <br /> said tl.lese people were on the East side of the street but t ere was also a problem <br /> for the people on the West side of the street. Mrl Clubb explained that after <br /> I sewer arrangements could be made, it would accommodate parties on both sides of the <br /> street. It was pointed out that the only thing expected by the city was that they <br /> furnish the engineering services. Mr. Clubb stated they would be willing to pay <br /> the city a 5% fee for this service. Councilman Pennington asked if it was alright <br /> with the council that this project be handled in this way and he was told it was. <br /> Re said that the parties had been talking to him and he believed this matter could <br /> 22 be arranged satiSfactorily. <br /> Councilman Bond said when Mrs. Do~nert took charge of the detention room <br /> there WbS no furniture in the front room and that she had bought and paid for out <br /> of her own money a 9 x ~2 -congoleum rug and three chairs. Since she was leaving <br /> the employee of the city, she wondered if the city would care to buY, th.ese articles <br /> at ~ price of $18.50. Mr. Bond explained there was money in the police fund which <br /> could be used and he recommended these articles be bought for the sum of $18.50. <br /> 23 Motion was made, seconded and carried to this effect. <br /> Mayor Large stated that the C.A.A. w/?-nted to rent the building at the old <br /> . airport which is soon to be vacated by the weather bureau. He stated that now the <br /> city was getting only a $1.00 per year for the building and that the C.A.A. would <br /> be willing to pay the city $15.00 pe.r month rent. They would want some work done, <br /> some floor covering, some more lights and the building painted. It had been esti- <br /> mated this would cost about $100.00. Councilman Bond aSked if they would be able <br /> to take care of this work themselves if they could get the building for a cheaper <br /> rent. It was st~ted the G. A.A. could have funds for rent by the month but no <br /> I funds to make repairs. Mr. Clubb stated the floor in this building was in no con- <br /> dition to put down linoleum and he thought the floor should be painted. He said <br /> he had ~stimates on the cost of these different items but he was unable to find out <br /> just what the C.A.A. Would demand. A motion was made by Hawn and seconded by Bond <br /> 24 that this matter be referred to the City Engineer with the power to act. <br /> Mayor Large stated at this time it had been the original intention to locate <br /> the Administration Building at the new airport in the center of the East line but <br /> stated if the Army Engineers should take over the operation of the airport this <br /> location would be in their way and United Air Lines had requested that this building <br /> be located in the Southeast corner of the field. Upon motion-made and seconded <br /> 25 this request was granted. <br /> A letter fromS. M. Calkins, secretary of the Planning Commission, asking <br /> that the council read again the amendment ordinance limiting the area upon which <br /> structures can be constructed in single family residence districts and apartment <br /> house d.istricts, it being their opinion that in ~par.tme.nt houses the room occupied <br /> by a garage should not be a part of the 60% area permitted to be occupied by <br /> buildings. After the letter had been read, the ordinance which it referred to had <br /> it second reading. Upon motion by Hawn and seconded by Brownson the ordinance was <br /> amended excluding the garage from the 60% to be covered by the building on the lot. <br /> Motion was carried. This ordinance had its first reading August 25th and under <br /> suspension of the rules had its third reading at this time~ The Mayor called for <br /> objections and there being none, roll was called with all councilmen present voting <br /> 26 ay"€; Koppeabseat. Ordinance 8693 was declared passed. <br /> I An ordinance amending section three of Ordinance 8413 to divide "R-2" <br /> multiple Family Residence Districts into APartment House districts and Four Family <br /> Residence Districts was read for the first time on August 25th and under suspension <br /> of the rules had its second and third readings. The Mayor called for objections <br /> and there being none, roll was called with all councilmen present voting aye; Koppe <br /> 27 absent. Ordinance 8694 was declared passed. <br /> An ordinance provid:i.r;J,g for the storage of automobiles in all mutiple family <br /> I residence districts and apartment house districts in the City of Eugene and declarin <br /> a penalty had its first reading ~ugust 25th. It was read the second time and under <br /> suspension of the rules had its third reading. The Mayor called for objections and <br /> there be~ng none, roll was called with all councilmen present voting aye; Koppe <br /> 28 absent. Ordinance 8695 was declared passed. <br /> A letter from Glendon H. Dotson requesting the use of the public address <br /> system to be used at the bowling tournament to be held on Wednesday evening on <br /> 29 10th Street, was read. Upon motion made and seconded this request was granted. <br /> A request was recieved from-Mr. and Mrs. D. L. Warren asking permission to <br /> construct a stub flue from the third floor of their residence to accommodate an oil <br /> burner to heat four rooms on the third floor. This prope+ty is located at 715 East <br /> ..... <br />
