"=-:::;r ~ <br /> <br />9 and there was still some work to be done in completing repairs to this fence. <br /> <br />The Sewer Comraittee had no report. <br /> <br />Councilman Bond said he had no report to make for the Police Committee <br />but that he thought the council should take-some action regarding the cluster <br />lights and same of the ornamental lights that had been out now for considerable <br />time and also the street lights in the city had been out for a long time on accoun <br />of the sleet storms. He stated he th:)ught the Water Board should make an adjust- <br />ment in the bills on this account. A motion W2S made and seconded that the Eugene <br />Water Board make an adjustment on the city light bills for the time the lights had <br />been out. The Recorder be instructed to take the matter up withtthe Water Board <br />and find out how long the cluster lights on Willamette Street had been out, how <br />long the ornamental lights on lOth street had been out and how long the street <br />lights 1m the residential sections were out on account of the rec~nt silver thaw. <br /> <br />A report from the Lane County Health Department addressed to Mr. Clubb <br />regarding the storm sewer on Chambers Street was read. In this report the health <br />department stated that due to the location and condition of the out flow from <br />this storm sewer, the department did not believe it advisable to permit any sewer <br />connections. A letter from Attorney Calkins concerning this matter was iead. <br />Attorney Calkins report stated he did not think it was advisable to allow any fur- <br />ther sewer connections but that the ones already there should be left as they <br />were at the present tilne until something better could be worked out. Mayor Large <br />steted he understood that as many as three families outside of the city limits <br />were on one sewer line emptying into this sewer and there was only one fee being <br />paid to the city for the use of the sewer and he asked that the engineer look <br />into this matter and see if it was a fact. Mr. Clubb wanted to know if the city <br />c01....1d go on to the private property outside the city limits to check up regarding <br />the situation and Attorney ealkins said they would have tb let an examination be <br />11 made or the city would have the right to, cut off the sewer. <br /> <br />J <br /> <br />~l <br /> <br />te ..~ <br />'-' <br />{\) <br /> <br />10 <br /> <br />J. W. Q,uackenbush and Son had asldressed a letter to Mayor Large regardin <br />ten gallons of yellow paint amounting to $23.50 for which they had not yet <br />received payment. The city's requistion on the paint was No. 19817 and city <br />records show that warrant 56388 had been mailed to Quackenbush's on November 21, <br />1941. Q,uackenbush and Son requested that a duplicate warrant be issued. A <br />motion was made and seconded that if Q,uackenbush and Son would put up smitable <br />bond to indemnify the city, the Mayor and Recorder be instnucted to issue a <br />l~ duplicate warrant for this amount. <br /> <br />13] <br /> <br />l4i <br /> <br />The Board of Appeals received a" request to make a small apartment in <br />the house at 1010 East 20th Avenue to be used by his mother later in the year. <br />No alterations in the house will be required and the board recommends that this <br />request be granted. On motmon made and seconded this recommendation was adopted <br />by tIle counc il. <br /> <br />The monthly reports of the Eugene Public Library and the annual report <br />of the Eugene Public Library and Eugene Police Department were read and ordered <br />placed on file. <br /> <br />mayor Large explained there were three guards at the Telephone Company <br />that the Portland office requested be paid by the city and the telephone company <br />reimburse the city for their salaries and also for the state workmen's compen- <br />sation. The three guards are Edward N..Jensen, A. C. Williams and W. W. Edmundson <br />On motion made and seconded these three names were ordered placed on the payroll. <br /> <br />" Mayor Large reported he had a request from the Universi ty that Ivan <br />Halliday and Robert Knudsen' be deputized as spe6fual officers. Als9, a request <br />11'rom the Midgley Planing Mill that L. G. Eynon and John S. Bryan'be deputized <br />as watchmen for the plant. On motion made and seconded the Recorder was instructe <br />16 to deputize these men if 0, k'd by the Chief of Police. <br /> <br />15 <br /> <br />A letter from Carl Cuddeback an employee of the Fire Department asking <br />for a leave of absence when he has been called to duty by the army was read. <br />It was suggested that this letter be placed on file and when Mr. Cuddeback was <br />17' called it would b~ brought up again. <br /> <br />A letter fro~ the Eugene Fruit Grower's Association with a resolution <br />fr~rr the Board of Dir8ctos regamding their contri@ution to the proposed sew~ge <br />disposal plant was read. Councilman Pennington stated he thought this letter <br />should have furhter consideration and the rootter was referred to the Sewer COIDnlitt e <br />18 to make a study and report buck at the next council meeting. <br /> <br />A set-bac}~ contract for a new building to be erected by TN. E.
