The Mayor called for objections and there <br />being none, the ordinance was read for the third time. Roll was called with <br />-all councilmen voting aye. <br /> <br />,r~9 <br />,..,,~ <br />...~ <br />~. <br /> <br />22 <br /> <br />"',~' <br /> <br />I <br /> <br />An ordinance approving and adopting the plans and specifications of <br />the City Engineer for the improvement of Washington street from the North line <br />of 22nd Avenue to the South line of 22;.rd Avenue by grading a nd graveling the <br />same was read for the first time and under suspension of the rules had its second <br />reading. The Mas-or called f,ol' objections and there being none, the ordinance <br />was read for the third time. Roll wss called with all councilmen voting aye. <br />Ordinance 8711 was declared passed. <br /> <br />23 <br /> <br />Councilman Brownson was excused at this time. <br /> <br />Improvement Ordinance 8712 for the construction of a sanitary sewer <br />on the East side of vVashington street from 22nd Avenue to 23rd Avenue, to-wit: <br />Commencing on the North side of 22nd Avenue at the alley between Washington <br />Street and Jefferson street running thence South across 22nd Avenue, thence East <br />to the East side of Washington street thence South on the East side of Washington <br />street to 23rd Avenue in the City of Eugene, Oregon; was read for the first time <br />and under suspension of the rules had its second reading at this time. The ( <br />Mayor called for objections and there being none, the ordinance was read for the <br />third time. 'Roll was called with all councilmen voting aye. Brownson absent <br />24 and Farrington out of the room. <br /> <br />1 <br /> <br />Ordinance 8713 adopting the plans and specifications of th'e city <br />engineer for the construction of a sewer on the above described property was read <br />for the first time and under suspension of the rules had its second reading. The <br />Mayor called for objections and there being none, the ordinance was read for the <br />third time. Roll was called with all councilmen present voting aye. Brownson <br />absent and Farrington out of the room. The Recorder was instructed to advertise <br />for bids for grading and graveling Washington Street and the construction of the <br />sewer on Washington street, to be opened 'at, the council meeting on February 9th, <br />25 at 7:30 P. M. <br /> <br />I <br /> <br />Judge Hurd addressed the council rega~ding the juvenile situation. <br />He said the county court was flooded with juvenile cases. Most of these boys <br />were from the ages of 14 to 16 with an occasional one up to 17 years of age and <br />he would like for some arrangement to be made to keep these boys off the streets <br />after the curfew hour at 9:00 o'clock. It was the recommendation that the police <br />order these boys off the streets a.1id 9:00 o'clock and send theJ,li home. For a <br />second offense they should pick up the boys and place them in jail untiJ they <br />could be turned over to the juvenile officer the next morning. He said it was <br />impossible for: the juvenile officer to do policw work in the evening as he was <br />working from ten to twelve hours a day looking after juvenile cases. JudgeHurd <br />stated the t la st week he had four cases of robberies by these juvenilesoand-: ">r- <br />there were four or five cases pending now. Councilma~ Bond asked the city attor- <br />ney if the polic~ would have the right to arrest these boys and turn them over <br />to the juvenile officer if they were picked up at night. Attorney Calkins said <br />he believed they had the right to detain them until morning when they could be <br />turned over to the juvenile officer. Councilman Pennington explained there was <br />a special cell in the county jail and that these boys would not have to be put in <br />with the regular prisoners. Councilman FaJrington said this was a serious matter <br />and if these boys were allowed to continue in this course, they were heading for <br />the penitentiary and he thought something should be done regarding the matter. <br />It was the opinion of the council that action should be taken regarding this <br />matter and the Chief of Police was instructed to see that these boys were sent <br />home at the curfew hour and on a second offense they were to be picked up and <br />turned over to the Juvenile Officer. The question of boys selling papers on the <br />streets after nine o'clock and up to midnight or later was brought up. Council- <br />man Pennington said that these news boys bought the papers from. the publishers <br />and in that way they were independent contractors and do not come under the i.bor <br />law. It seemed that. there was really a necessity for these boys to be on the <br />streets at lEte hours and they should secure a permit from the Chief of Police <br />26 ~ to do this work. <br /> <br />Mayor Large stated that charges had been filed by Mrs. Allert Bain <br />against traffic officer, Otis~. Dyer. These charges had been referred to 'the <br />Civil Service Commission but thetMayor f...elt the council should take some action' <br />regarding the matter. ThelEHB was considerable discussion regarding this by <br />different members of the council. Councilman Hawn stated he thought the charges <br />should be ignored and nothing further done. This was also the opinoin of Council- <br />man Farrington. Councilman Bond stated he thought the matter should be left <br />in the hands of the Civil Service Commission.
