<br />r 6112 <br /> <br />. <br /> <br />Council Chamber, Eugene, Oregon <br />March 9, 1942 <br /> <br />,~w'T,e~ <br /> <br />The minutes of the regular meeting held Monday evening, March 9th at <br />7:30 o'clock. All councilmen were present. <br /> <br />I <br /> <br />.p',~ Mr. T. A. Campbell adr-essed the Council regarding school children <br />~ playing in the streets in front of his property located at 735 Jefferson Street. <br />~ He stated that a Mr. Price, living. at 730 Jefferson Street and Mr. Sander~, at <br />(-",) 738 Jefferson Street, had children that attracted the other children to that <br />neighborhood and that they played ball, and continually batted the ball over on <br />his lot and destroyed the flowers and shrubbery. He stated that he had gone to <br />Mr. Price and Mr. Sanders and they backed up the children in their right to play <br />in the street. He stated that at 4:00 P. M. Today theyhad brought other boys~vith <br />them and that he had caught one of the boys ;,lIlhen he was over on his property where <br />he was destroying flowers. He asked the Council for relief concerning this situation. <br />Mr. Campbell stated that he had said to IVir. Price that there was a large vacant <br />lot on the corner of 8th and Jefferson which could be made into a convenient <br />playground for the children. Attorney Calkins explained that it was evident that <br />the children had no right to trespass on Mr. Campbell's pro'perty but that the City <br />handling Juvenile children was hard to regulate. After some discussion, a~~motion <br />was made and seconded that the matter be turned over to the Play&round Supervisor <br />and the Juvenile Officer with instructions that they investigate the matter <br />l~ immediately. <br /> <br />I <br /> <br />Mr. rr. C. Hall, living at the Northwest corner of 11th and Chambers <br />Street, presented a petition signed by some 110 people protesting against the <br />proposed annexation for which a petition had been presented to the Council on <br />February 24th. Mr. Hall explained tha t under present conditions they did not <br />think that this was a proper time to bring up the annexation question. Mayor <br />Lar.&e asked Mr. Hall if they had a solution to the difficult situation in that <br />neighborhood and he said that he uid not. Mr. Hall claimed that the signatures <br />on this remonstrative petition were resident property owners of the outside <br />district. Mr. Floyd Huling, who had presented the previous petition for annexa- <br />tion, was present and stated that he would like to see the matter put over until <br />he could make fUI'ther investigations. He stpted that he was not aware that a <br />petition against the annexation would be presented at this meeting until in the <br />afternoon, and that he would like to ascertain what representations were made in <br />order to secure these 110 signatures. It was admitted that there was a serious <br />s2nitary condition in this neighborhood and Mayor Large said that it should be <br />cleaned up, or that the State Sanitary Authorities would probably order something <br />to be done. The matter was left in the hands of the Sewer Committee for further <br />2 _ stud Y . <br /> <br />I <br /> <br />The Judiciary Committee had no report. <br /> <br />The Finance Committee reported that the bills were audited and moved. <br />that warrants be drawn for the rumounts. The motion was seconded, and on Roll Call <br />all Councilmen were present voting ITAye"; absent, none. Councilman Ferrington, <br />of the Finance Committee, said that they had a request from Mr. Rippel for a <br />refund on Lot 10, Block 25, College Hill Park, but that they were not ready to <br />3~ report and asked that it be held up until the next meeting. <br /> <br />At this time, Dr. J. li'. Cramer read a letter from the Oregon State <br />Board of Education, Division of Vocational Education, salem, Oregon, addressed to <br />Nil's. Lillian Van Loan, Supervisor of the Eugene Vocational School, and signed by <br />H. N. Miller, State Supervisor for National Defense training. The letter stated <br />that they had notification fI~m the office in charge of off-reservation training <br />at the Ogden airport Depot, that the office would be requested to establish <br />tI'aining programs for aircraft occupation to supply the needs of the air depots <br />and sub-depots in the western area. The plan called for training in the following <br />fields: <br />aircraft engine mechanic, aircraft propeller mechanic, aircraft instrument <br />mechanic, aircraft radio mechanic, aircraf't electrician, aircraft sheEt metal <br />worker, aircraft ~,elder, aircraft machinist, aircraft painter, aircraft <br />lea ther 0. nd canvas vvorker, ai I'craft mechanic, and aircraft woodworker. <br />Dr. Cramer stated that the Vocational School at 4th and Madison was already <br />crowded and that the SChool Board was as:dng the Co'C,r..c il fOl~ the use of the old <br />Avia tion t'ieJ,d and buildings. He explained that the Government would pay these <br />different students $75.00 a month, and that if the School Board could use the <br />airport that they would undoubtedly have several hundred students here. Dr. Cramer <br />stated that the School Board would be in a position to enter into some kind of <br />a contract for the old airport similar to, the one that Mr. Harrell had been <br />working under. Dr. Cramer stated that he 'Saw no reason why the School Board could <br />not carryon private training if the Government allowed th2t vyork to be returned <br />to the airport here. Dr. Cramer was asked, if in event private training was <br />allowed at the field, if the School Board would be in a position to furnish planes <br />for that work, and Dr. Cramer stated he thought that could be arranged. It <br />was explained to Dr. Cramer that the City was ,i ust about ready to enter into a <br />contract with Mr. Green-for the use of the airport. Mr. Green was present and <br />stated that if a training school was re-established here it would take about <br />twenty thousand dollars to furnish planes for that purpose.
