MEyor Larbe suggested that the matter should be left in the hand ,"". <br />of the Aviation Committee and stated that he thought they could meet with the <br />School Board at any time and that a special Council Meeting could be called <br />immediately after the AViation Committee made its repibrt. Councilman Kdlppe said <br />that they would be glad 'to meet with the School Board tomorrow. ~Dt~r some <br />discussion by the Council a motion was made by Councilman Bond and seconded by <br />Councilman Barette tha t this matter be left in the hands of the Aviation Cornmi ttee <br />for immediate action and Chairman Koppe askedth-e Recorder to notify Dr. Cramer <br />that the Committee would be willing to meet at 7:3.0 in the Council Room, <br />Tuesday evening, March 10th. <br /> <br />~ <br />....,.. <br /> <br />;::; <br />~ <br /> <br />I <br /> <br />4 _ <br /> <br />5 -..: <br /> <br />Councilman Farrington, of the Finance Committee', reporting further <br />at this time, said that he w8:s not ready to report on the ma'tter of insurance <br />for the maintenance equipment. <br /> <br />I <br /> <br />Councilman Barette, reporting for the Street Department, said that <br />the Department was receiving nwnerous complaints daily about the rought conditions <br />of some of the streets. He said that the Street Department had been set back <br />almost two months in their work on account of a couple of floods and the damage <br />done by the Silver Thaw, but that they were just about caught up and would be <br />working on the streets from now on. He also stated he had had complaints about <br />the conditions of the street at Third and High with the Walters-Bushong Lwnber <br />Yard. He stated that since the adoption of one-way streets, on Sixth and Seventh <br />and High Street that there w~s a difficult situation for the people across the <br />Ferry Street Bridge to reach the Eugene Callnery. Councilman Pennington stated <br />that he knew that Judge Hurd and a member of the State Highway Commission had <br />been over that ground and that they might be able to work out some solution by <br />using the alley, which is East of High Street. <br /> <br />Councilman Stewart, reporting for the Fire and Water Committee, stated <br />that "the latest pump for the Fire Department was a Stirrup pump that he had <br />presented to the Fire Department and that it was in the Council Room for inspection <br />Mayor Large asked Councilman Stewart if he had any information regarding the use <br />of chemically treated sawdust for incendiary bombs and Mr. Stewart said that he <br />?.... had not but would endeavor to see what he could find out. <br /> <br />if <br /> <br />6 - <br /> <br />I <br /> <br />Councilman Brownson, reporting for the Health Committee, read a letter <br />from the four firms hauling garbage to the Dity Dump, in which they were asking <br />for a raise in the rates now charged resi den ts and commercial users. rfhe garbage <br />haulers were asking that the residential rate for one can be raised from fifty <br />cents to sevent~-five cents and that an increase of 25% be allowed on the <br />Commercial rates now charged. Bouncilman Brownson stated that the Committee <br />had investigated the matter and was recommending that the residential rate be <br />chane;ed from fifty cents to sixty-five cents and that Commercial rates be <br />increased 20~0; this to take effect April 1, and Mr. Brownson stated that he would <br />like to make a motion to that effect. '1'he motion was seconded by lVIr. Bond and <br />carried. Councilman Brownson also said that he wished to report that a sand and <br />gravel company had been haUling garbage for' about a year vii ttl a license and not <br />taking it to the City Dump, whereas the garbae;e haulers were all required to take <br />all of their loads to the City Dump and that the garbage hauler'S were objecting <br />to the sand and gravel company hauling the garbaGe. Councilman Brownson stated <br />that one of the main complaints 0'1' the garbage haulers was the fact that the <br />Eugene Sand and Gravel Company had been allowed to clean up at the Newberry Fire <br />and haul the refuse to' their awn dump" and that he thought the Recorder shauld <br />contact the Eugene Sand and Gravel Company regarding this situation. It was <br />pointed out that this situation had been before the Cauncil before and that the <br />matter of what cansititues garbage had not been thoroughly defined by the Council. <br />Mayor Lar..ge stated he thought the Council should go on record regarding this <br />situation rather than putting it up to the Recorder. Attorney Calkins read from <br />the Garbage Ordinance and he stated it was his belief that refuse from buildings <br />such as that mentioned of the Newber~J:''yFire should not be classed as garbage. He <br />stated that it was his opinion that as long as property was in the hands of the <br />owner that he had a right to dispose of it in any way that he saw fit. After ~ome <br />discussion, the Cou:lcil went on record to the effect that vvhere a contractor was <br />doing work he had a right to dispose of refuse material in any way that he saw <br />fit, but that he would not be allowed to haul it to the dump. If it had been <br />abandoned by the owners as garbage it would be the right of the garbage haulers to <br />8 take care of the material. ' <br /> <br />'I <br /> <br />Councilman Brownson reporting for the Health Committee said that he and <br />the County Sanitarian had investigated the complaint regarding the West end of <br />Second Street but that it was outside of the City. Councilman Bond explained to <br />Councilman Brownson that the complaint at the last Council 'meeting was on account <br />of the condi tion at West Second Stre8't where Monroe cY'osses and Councilman Brownson <br />said that he had misunderstood the ma tter and would report back at th e next <br />Council Meeting.
