All councilmen were present with the exception of Councilman Brownson.~ <br /> <br />I <br /> <br />~ Dave Evans addressed the Council asking for reconsideration of the beer license <br />" <br />I; for the Star Club at 663 Willamette Street. He stated that there had been two <br />: brothers, Fred E. and Charles F. VJelch, operating the place and that Fred. E. Welch <br />11 would be eliminated and the place run by Qharles F. Welch and that he had secured <br />II. a new location at 855 Olive Street. He stated that he believed under the reorgan- <br />,I ization and new location, 'that Mr. Vielch was entitled to reconsideration by the <br />Council. He said the new location was only a small place and that there would be <br />" no booths or seats at tlle counter, and he felt sure Mr. V[elch would be able to run <br />'! the pIa ce in an orderly way. Ivir. Evans stated that if Mr. Welch was not granted <br />I: this license he would lose his business and would not be able to get a license any <br />; other 'place in the state. He stated that if the Council wished to refer the matter <br />,1 to a commi tte'e that it would be agreeable to them to have the matter laid over <br />! until the next meeting, but he sta ted that if the Council had its mind made up <br />1 i not to make the recommendation they would just as soon know the fact now before the <br />;: matter was taken up further with the State Liquor Commission. Mayor Large asked <br />Ii Councilman Pennington, chairman of the Police Committee, if he was ready to make <br />I: a report at this time. ~{r. Pennington replied that as a committee they had not met <br />,! but that he had talked with Mr. Evans and explained to him that this license had <br />:1 been turned down twice before and that he thought the matter should be brought befor <br />Ii the council as a whole. Councilman Farrington stated that Mr. Evans had put up <br />\; a very good plea considering the premises he had to work on. He said that I'ITr. <br />!Welch had received warnings in regard to his place but that he had not heeded them <br />'; and tha t he did not believe the change of location would improve the si tua tion. <br />I: Councilman Hawn said there were always two sides to a case and he suggested that <br />'! the Co~ncil might grant a temporary license and in that way allow Mr. Welch to start <br />! up the business and sellout and in that way salvage some of his loss and also be <br />;, in a position to get a license some other place. Councilman Pennington asked <br />Attorney Calkins if it would be possible to grant a temporary license. ~tr. Calkins <br />'i explained that the Council action was only a recommendation to the State Liquor <br />',Commission and that they would not grant a temporary license. He said the only <br />; thing along that line that the Council could do would be to ask the State Liquor <br />i, Commission to revoke the license later if the' place was not properly run. CouncilQ <br />i! man Barette stated he was of the same opinion as Mr. Farrington ; that Mr. ';'Jelch <br />I: had run a disreputable place, not a beerparlor but a beer joint, and that he was <br />lnot in favor of reconsidering this matter. Councilman Farrington said this matter <br />l~keeps popping up and that he would like to have it settled at this time and would <br />': make a motion that the request of Mr. V'elch be not re commended to the State liquor <br />I"~ Commission. This motion was seconded by Barette and carried, Councilman Hawn voting <br />i' no~, <br />I! <br />I' '1'he Judiciary Committee had no report. <br />!: <br /> <br />Ii The Finance COIrlli'1i ttee reported they had three offers for the house and lot <br />l!lOcated at the Southeast corner of 18th and Hilyard, known as Lot 12, Block 10, <br />!Driverton Addition. Norman F. Schneider made an offer of $1200.00 with ~240.00 ' <br />2 ~cash and the balance at $20.00 per month. A counter offer was made on a price of <br />l$1200.00 with a cash payment of ~350.00 and the balance at $20.00 per month plus <br />!! 6% interest, the counter offer to be offered for Mr. Schneider's acceptance, but in <br />~case he did not wish to take the property, 'the same counter offer would be open to <br />~the other two bidders. <br />'I <br />Ii Councilman Barette, reporting for the Street Department, said that the recent <br />Ii storm had been disasterous and had caused an unusual amount of work. He stated that <br />1I',!some extra men hFJd been hired and every available man was working and part of them <br />lnight and day trying to get the streets cleared up. He stated there was an unusual <br />~amount of large trees broken down, and it would require a:lot of extra work and time <br />~to anywhere near clear up the streets. He said they would do very well if they made <br />~a dent in the situation in sixty days and that he was aSking that $1,000.00 out of <br />~the meregency fund be allowed t~e Street Department for hiring extra help. He stated <br />l:that tlley could get along with $500.00 at the present time but would undoubtedly <br />!have to have another $500.00 later on, and that he was making a motion that the <br />Jllstreet Department be allowed $500.00 out of the emergency fund at this time with <br />l:jthe understanding that another $500.00 could be allowed later on. Councilman Hawn <br />"stated that there was some surplus money in the Park Department and tha t a great <br />ljdeal of the broken trees w~re in the parking strips, tie vvould like to amend Mr. <br />!IBarette's motion to allow $200.00 out of the Park Department funds toward the Street <br />l,jDepartment. After some discussion there was no second to ei ther Mr. Barette' s or <br />'p'!r. Hawn's motion, and Councilman Stewart moved that the Street Department be <br />I:allowed $300.00 out of the emergency and $200.00 out of the Park Department funds <br />~to go toward Cleaning up the streets. This motion was seconded by Farrington and <br />I',.earried. Attorney Calkins i:vas asked if the State Highway Commission was responsible <br />i,for the condition of 6th and 7th Streets and East Broadway where tl1e highway goes <br />lthrou@l town. Attorney Calkins looked this matter up in the statutes and found that <br />tl,.the State Highway Commission was responsible only for that part of the street from <br /> <br />[curb to curb and that the balance of the street would have to be taken care 'of b <br />k y <br />4 ~ <br />!,: .... <br /> <br />I <br />
