Councilman Davis asked what Engineer Clubb's recommendation was in regard <br />I to this work, and Mr. Clubb stated that last year the Street Department had spent I <br />~.~I about .six ~eeks picking up the limbs and hauling them away after the Park Departmen~ <br />"m had spent $500.00 for trimming. Councilman Barette also stated the Street Department <br />~~3i also was required to do a great deal of work for other departments, expecially the I <br />~~I Police Department~ He stated that one job alone for the Police Department just thir <br />last week had cost $35.00 for parts besides the time necessary to complete the <br />repair work by the Street Department. The question was asked why the Police Matronfs <br />car should be allowed to run without anti-freeze and whose business it was to look <br />after that matter. Mayor Large stated that it was surely negligence on someones <br />part in allowing the conditions to exist. <br /> <br />1 <br /> <br />Councilman Stewart, reporting for the Fire and Water Committee, stated that <br />Saturday night he had a request from Manager Dickenson of the Fenney store 'that the <br />snow and ice on the roof of the Penney building appeared to be coming loose and <br />that they thought it was dangerous if it should come down on the sidewalk and asked <br />4 that the Fire Department turn a hose on the roof to see if the ice could not be <br />taken off. IV~r. Stewar t said this ma t tel' hCl d been referred to him and that he had <br />instructed the Fire Department to undertake this work. Councilman Pennington said <br />he was by there the next morning and that this had not been a success, but the <br />Council stated they thought Mr. Stewart had done the right thing in allowing the <br />Fire Department to undertake the work. <br /> <br />The Health Department had no report. <br /> <br />Councilman Hawn, reporting for the Parks Department, stated that he also had a <br />request from a party living near Floral Avenue in Hendricks Park to be allowed to <br />go into Hendricks Park to cut wood from fallen trees. He said he told the party <br />tha t he had no au thori ty to grant that request, and tha t he told the party he would <br />5 take it up with the Council. He stated that last year this wood had been cut by <br />various erganizations and given to the needy and that he did not believe it was wise <br />to allow individuals to go in the park and cut this wood for their own use as later <br />in the year some organizations might wish to procure the wood for the needy the <br />same as they did last year. It seemed to be the opinion of the Council that Mr. <br />Hawn's idea regarding this wood should be carried out. <br /> <br />Councilman Davis, reporting for the Sewer Committee regarding the matter of an <br />, appropriation from the legislature for the Sewage Disposal plant on account of its <br />6: use by the University stated that the Judiciary Committee and the Sewer Committee <br />i <br />had met with the City Attorney on two different occasions and had decided to drop <br />the matter. <br /> <br />I <br /> <br />Councilman Pennington, reporting for the Police Committee, stated the corunitte <br />had considered the matter of parking space for bicycles and were reoommending that <br />bicycle racks be installed at the following locations where automobiles are now <br />allowed to park; one spot on the sout side of Tenth, west of Willamette, close to <br />, the McDonald Theatre; another on the east side of Willamette on the sout side of <br />Tenth, close to the bowling alley; one near the Miner Building; one on the south <br />side of West Broadway, just east of the alley by the Fenney Building; one on 8th <br />7 Street near the State Theatre; one on the north side of 7th Street west of Willamet e <br />: to accomodate the Heilig Theatre, and possibl, one east of Willamette on 7th Street. <br />i He stated that these spaces would be about 20 feet long and that this work could <br />I probably be accoKplished by taking out only about three parking met~rs. Mr. <br />; Pennington stated it was possible that the racks would be furnished by bicycle dealJ <br />: ers in return for their advertising on the racks. He said it was the committee's <br />,. recommendation that the City Engineer make an exact survey of the locations mention d <br />: and the information be given to Attorney Calkins to bring in ~n ordinance for the <br />I next Council meeting. This recommendation was ordered by the Council. <br /> <br />Councilnlan Pennington said he also wished to discuss with the Council the <br />; matter of bicycle licenses for the year 1943. He stated that so far nothing had <br />: been done in regard to this matter. He stated that the bicycle ordinanc~ provfed <br />i for a yearly license and that he believed this work should be carried out at least <br />; for another year. He said there were two solutions to the situation; that the <br />: bicycle owners be required to furnish their name, address, and serial nwnber of thei <br />:!bicycle to the Police Department and secure the license from the Police Department <br />8 : and nut it on their bicycle themselves, or, if the Council thought the Police Depart <br />ishould put the license on the bicycles, and at the same time make an inspection of <br />1 the bicycle to see that it had the proper equipment~as to lights, etc. He said <br />. that if this procedure was followed it would be necessary to hire extra help j,n <br />!the Police Department durinG the installation of these licenses, and he would like <br />I to have an expression from t"le Council in regard to changing the fee for the license <br />'from 25~ to 50~. He stated that the Recorder had already contacted the Irwin- <br />;Hodson Company in Portland and that they had replied that they could furnish the <br />[necessary plates, wires, and seals. Councilman Hawn stated that he was against <br />raising the fee as the 25~ charge had raise sufficient funds last year and he though[ <br />the price should not be changed. Councilman Stewart said he was of the same opinion <br />!regarding the price as Mr. Hawn. It was suggested that a penalty for not securing <br />the license by a certain date should be used. Councilman Pennington moved :that <br />the Recorder be instructed to order 4,000 plates for the year 1943 and that addition 1 <br />suitable help be employed in the Police Department for at least 30 days and that <br /> <br />this extra hel~) be paid out of the bicycle license fund.
