Mr. Hawn stated that the only ones tha t would be inconvenienced <br />5 !', by making this a one-way street would. be the bus lines, and the Recorder should <br />I notify them of the proposed change. The Police Cammittee also recommended that <br />,I the intersection of 21st and Agate be made a stop street where 21st Street from <br />Ii the' Washbourne park enters Agate Street. This is the location formerly known as the East <br />Side Tavern and was operated by Joe D. Hale and Merle Short, who were refused a <br />renewal license by the Council. Accompanying the application there were three <br />character reference letters read at this time. Mr. Monroe was present and addressed <br />the Council. He stated that if granted permission for this license he would conduct <br />the placew the best of his ability and in such a manner as to make it an honor <br />to the City and that he would piCk his clientelle and weed out all the undesirable <br />characters and would want to run the place so that any member of the Councilor the <br />Council as a whole could inspect the place at any time. Councilman Barette stated <br />he was opposed to giving any more licenses than the City had at this time. He said <br />he did 'not think it was a good policy to recommend a new'license. He stated that <br />the Council was under obligation to the parents of the students at the Uniyersity <br />to see that too many of these ppaces were not granted licenses. He said he was <br />making a motion that no more.licenses be granted other than those now being operated. <br />There, was no second to this motion.. . Councilman Hawn sta ted that he would have to <br />disagree with Councilman Barette and thought the former objections were to the way <br />the place had been run, rather than the location. He stated that he had talked to <br />Mr. Monroe and believed he:would be able to run the place in a satisfactory manner <br />and he thought this matter should be referred to the proper committee for further <br />investigation. Councilman Koppe said it was his understanding that the Council had <br />gone on record as not ravoring any new licenses, but that as two 'had already been <br />refused this would leave two places that might be filled in. Mr. Monroe addressed <br />the Council again and stated that he had worked for five years for a wholesale <br />grocery house in Nebraska and that they had handled wholesale beer; that he had been <br />in practically every beer licenses place in south-eastern Nebraska and felt that I <br />i he was familiar with the different conditions and believed that he could run this <br />II' .place in a manner that would be satisfactory to. the Council. He said it was the recoromendat'"on of thePolice Corom ittee <br />that the offer of the Silva Chevrolet Company should be accepted and he wished <br />to make this in the form of a motion. This motion was seconded by Brownson <br />and carried. <br /> <br />, - <br /> <br />The Police Matron's report, Sewerage Disppsal report, Police Department report, <br />Engineer's report and the monthly report of the Public Library were read and ordered <br />placed on file. <br /> <br />Councilman Brownson stated at this time that 'he wished to ask that Mr. Sam <br />Monsher, Building Inspector, be instruct~dto investigate the 60nditions of the <br />roof at the Comfort Station at the Park Blocks, and see what could be done toward <br />fixing the lea$:s~ 'This matter was authorized by the Coun,cil. ' <br /> <br />Mr. Brownson also stated that h~- would like to have -8. 'report' regarding the <br />condemnation proceedings of the New York Rooms and the apartments over the Cosmo <br />Cigar Store on north Willamette Street. Attorney Calkins 'stated there were certain <br />changes in which they had 30 days to comply with and it was his understnading that <br />this work was being done. Engineer Clubb stated that he thought a plumbing permit <br />had been taken out for work over the Cosmo Cigar Store and Councilman Brownson <br />asked the Recorder to inform Mr. Mosher that a written report regarding these two <br />places should be presented to the Council at its next meeting. <br /> <br />The Fire Department presented five reports in which the State Fire Marshal <br />had accompanied the Fire Department on certain buildings down town and also that <br />there were twenty-five other individual down town inspections that had been made <br />by the Fire Department in January and February. These were ordered placed on file <br />and the Fire Department was requested to have a report at the next Council meeting <br />as to whether the improvements asked for at the various dance halls had been <br />complied with. <br /> <br />A letter from the Board of Appeals regarding the request of Norman A.
