He stated that he <br />had contacted the members of the School Board with a view of locating the dog ='~ <br />pound of a 400 foot square tract at the south west corner of the old avi ation field. ::.w <br />He stated that the school board had just sent ~ord down to him that they were <br />willing to grant the City the privilege of USlllg this place for the dog pound. <br />A motion was made by Hbwn and seconded by Stewart that the lTYA building be moved <br />to this location at the south west corner of the old aviation field. This motion <br />was carried. <br /> <br />The following letter was read from the Board of Appeals: <br />"The Board of Appeals has received a letter from the Twin Oaks Builders <br />I <br />I; Supply Company aSking permission to be allowed the use of the lots on <br />Ii First Avenue between Monroe and Jackson Streets as a wood yard. The <br />Ii lots in question belong to a Mr. Vigg, and they are already using a <br />10 ,. tract belonging to Fred C. V:alters. Mayor Large explained that there <br />had been a request made that the new airport be named the "Mahlon Sweet Fieldlt; thatJ. <br />he had a letter from General Arnold stating that there was no objection to this <br />name for the field. A motion was made by Stewart that the Council designate the <br />name of "Mahlon Sweet Field" for the new airport. This motion was seconded by <br />Hawn and on vote unanimously carried. Councilman Hawn stated he thought some sort <br />of a marker to the. approaches of the field and at the Administration Building should <br />be posted showing the name of the field. Councilman Barette siad he would like <br />to see some sign on the road leading from the highway to the Airport showing the <br />!i new name of the field. This petition was a <br />protest to the way the basement of this vacant lot had been drained into Kincaid <br />Street, and also complaining about the berry vines still on the lot. This petition <br />was referred to the Health Committee for further study. <br /> <br />A resolution to the Eugene Water Board was read. <br />RES 0 L UTI 0 N <br />- - - - - - - '- - - <br />Be it resolved by the Common Council of the City of Eugene that <br />Whereas, durinb the last legislative session, an act was passed direct- <br />ing the municipal utilities to contribute not less than 3% of their <br />gross earninL to the City i~ the nature of a franchise, and <br />Whereas, information has come to the Council that the ,-'Jater Board <br />contemplates raising the rates charged the City of Eugene, to some <br />extent nullifying the effect of the legislat~~n', <br />Therefore, the City Recorder be and he is hereby directed to <br />deliver one copy of this resolution to the Eugepe water Board with a <br />request that the rates shall remain as heretofore, thus permitting <br />the city goverrooent to realize the benefits sought to be granted by <br />the legislative act. <br />I hereby certify that I am the City Recorder of the City of <br />Eugene; that the foregoing resolution was adopted by the Common <br />Council at its meeting of May 10, 1943, and pursuant thereto I hereby <br />transmit the resolution to the Eugene Water Board with the request <br />that the rates reITBin as heretofore and that the city government <br />receive the three percent granted by the legislature. <br /> <br />Signed: 'John Fie Id s <br />Recorder Pro Tern <br />On motion made, seconded, and carried, this resolution was adopted. <br /> <br />Ii The deputizing of Arthur T.
