He said that this same complaint had I <br /> I been reported a month ago and that the police had to make two trips out to this <br /> ~I address and that the wood was not removed until three or four days after. He <br /> ~j stated that h~ thought at this time something further than just notifying the <br /> {~ 'I owners of the wood should be done at this time. He thought a complaint <br /> I -should be taken out against this party. The chief of Police said he would <br /> I take care of this matter. <br /> I <br /> I <br /> i At this time Councilman Farrington asked regarding the enforcement of <br /> i <br /> 101 the provision in the bicycle ordinance regarding lights at night. Councilman <br /> Hawn stated that he did not know how strict enforcement was being made of <br /> I this part of the ordinance but that he knew it was almost impossible to get <br /> batteries for the lights. " <br /> l <br /> , There was quite a delega tion present a t the Counci,l meeting that were <br /> , <br /> , I interested in the Rat Control Situation in Eugene, Mrs. Wier MdDonald was <br /> , <br /> , spokesman for the Women's Welfare League and she addressed the Council at <br /> i this time and explained how the women became interested in this work. She <br /> I <br /> I stated that a meeting had been held at the Eugene Hotel, at which 2 or 3 <br /> , <br /> I members of the Council and Mayor Large had attended. That Dr. Lindgren and <br /> ! Mr. Cloyes of the Health Board were present and that Mr. Chaney of the Fisn - <br /> I and Wild Game Commission was present. She stated that at the close of this <br /> I me~ting there was no doubt in their minds that there was but a rat menace in <br /> the City of Eugene. Mrs. McDonald stated that later they had a meeting in <br /> which representatives of the Restuarant Association,. the Wholesale Grocers <br /> Association, the Retail Grocers, the Produce Dealers, the Milk Producers and <br /> Retail Merchants were present and that the Feed and Meat Dealers wer$ unable <br /> , to send a. representa ti ve. Mrs. McDonald also sta ted that after this second ,~ <br /> , <br /> I meeting they'went up and down the street in the business section and contacted <br /> I various merchants but that theywere reluctant to make a statement for fear it <br /> I might injure their business. Th~t the information they received, strengthened <br /> i the tact that the rat situation vyas serious. Mrs. MdDonald stated that in <br /> 11 ~ order to put on anythin~ like a sucessful campaign 'the cost would be consider- <br /> able and that Mr. Young and Mr. C10yes had worked out the approximate cost and <br /> I that she was asking Mr. Young to explain the matter to the Council. Mr. Young I <br /> explained that a project to put on anything like a successful campaign would <br /> cost about $3,000.00 for the first six months and $3,000.00 a year after that. <br /> Mrs. -McDonald also stated in making this investigation they also discovered ~ , <br /> ~ <br /> that the City Health program was very inadequate. She stated ,that surveys <br /> showed that a proper health program for a city of the same size would cost . <br /> about $1.00. per capita and that Eugene was only spending 20 cents. Mr. Cheney <br /> of the Fish and Wild Game Cownission addressed the Council and stated that a <br /> reliable and efficient man must be provided to handle the different poisons. <br /> Councilman Hawn asked how the rat poisons worked and would the rats die instantl~ <br /> under the buildings where they would be difficult to be reached or would they <br /> I leave the buildings. Mr. 'Chaney explained that poisons were slow to take effect, <br /> possibly from three to twenty-four hours, and that it was impossible to say wher <br /> the rats would go before dying. Councilman Baker stated that he understood the <br /> rats were liable to hunt water and there' might not be so many dead rats under <br /> the buildings as one might think. <br /> O. S. Fletcher, County Agriculture Agent, was asked if the County would <br /> : be willing to put on a campaign at the same time as the City. He said that the <br /> I County was now carrying on a Rodent Control program but that the size of the <br /> 12 County would prevent them from carrying on an extensive campaign such as the <br /> City comtemplated. He stated that they only had a small revolving fund that <br /> would be used for this purpose. He stated that they would be willing to put <br /> on an educational program but that this would be as far as they could go wi th <br /> the proposed project. <br /> .1 Mr. Cloyes of the County Health Board stated that it might be possible <br /> that there would be money in the 1944-1945 budget for County Rat Control but <br /> 13 at the present time there was no money available for this work. It was stated <br /> that $500.00 or $1,000.00 might be available for this work, .from the Government - .. <br /> if an extensive County Program was worked out. <br /> Councilman Farrington stated that he had used poison and that the rats <br /> would disappear, but he did not know where they went. Councilman Crumbaker <br /> asked Mr. Chaney if the City would be liable for the dead r?ts-Mr. Chaney I <br /> explained that the mteaJ,th Board could decl;3.re an emergency and he thought this <br /> 14 ' would releive the City of any liability for the dead rats. Mr. Chaney explained <br /> that some of the poisons used was as harmful to a human being as to the rats <br /> and they would have to handle the poison very carefully. Mr. Chaney was asked <br /> about the city's liability in case anything should happen to a human being at <br /> the time the poison was being used. He stated that he did not know the answer <br /> I <br /> I to this question but. that in all his experience he had never heard of anything <br /> i of this kind. The question of financing the project was brought up and Mrs. <br /> McDonald was asked that if in visiting the various businesses firms that they <br /> ~ <br />
