All Councilmen were present. <br /> <br />The proposed opening of High street from 19th brought out a delegation <br />of several citizens as well as the members of the School Board. This was in <br />protest of the opening of High street on account of the proposed new high sChool- <br />in that locality. Austin Dodds, Chairman of the school board stated that at <br />a dinner held by the school board about three years ago at which members of the <br />Council and members of the planning comraission were present this matter of High <br />street was discussed, and the school board thought it was the understanding that <br />High street would not be opened through this proposed tract. He explained that <br />the proposed High school building would be used as a community center as well <br />as a school building, that music roans and the Auditorilli~ would be provided for <br />the use as public gatherings and that if High street was openea it would wreck <br />the proposed plans of the school board. Winsor Calkins, member of the School <br />Board stated that he wished to confirm what Mr. Do~ds had said and stated that <br />the School Board had already hired an Architect. He stated that this site ~or <br />the proposed building had been inspected by four different architects and it <br />was their opinion that this 19th street site was the best for the proposed <br />school building. Lloyd Payne, ex-member of the school board stated that he '1 <br />would regret very much to ,see this site spoiled by the opening of High street. <br />Councilman Stewart said he did not have to be sold on the fallacy of the proposed <br />opening of High street through this site and thought that the highway should be <br />diverted either to the east or to the west from this site. Stanley Stevenson <br />explained that the CODilllittee at the time of the construction of the staduim had <br />in view this proposed high school deieiopment and that it would be bad grace on <br />the part of the Council at this time to undertake to open High street unless' <br />compelled to do so. Graham Smith stated that the proposed High school plans <br />provided for buildings some 800 or 900 feet ling and that to open High street <br />would simply wreck the proposed development. J. F. Cramer, Superintenden~ of <br />Schools, stated the proposed plans for the new school bufulding had been worked <br />out in conjunction with Chanceller Hunter of the University, that the University <br />through Chancellor Hunter had indicated that they would donate to the school <br />board a portion of the tract now owned by the University, which was next to the <br />school board's tract. He stated it was the intnetion of the University and the <br />School Board tQ do away with the present University High School and confine the <br />high school activities to the one building. That the University would furnish <br />practise teachers for the gfugh school and that it was necessary that the building <br />be convient to the University. Mr. Cramer stated that if the proposed tract was <br />broken up by the opening of high street the University wo~ld probably withdraw <br />their offer of additional grounds. Skeet Manerud asked who was behind the <br />opening of high street at this time and who was eXB~ting pressure. Mayor Large <br />explained that it had been brought up at the suggestion of the Planning Commissio <br />Robert Prescott, President of the Planning Commission explained that the highway <br />system, like human beings, must have a backbone and that the Geography of the <br />City was such that High or Mill streets were about the only north or south routes <br />available and that he felt that the school board had been given ample notice <br />that this street might be opened, at sometime. Councilman Davis explained that <br />he had brought this matter up at the previous couhcil meeting in order that a <br />study of the situation might be made and that there was no intention of pushing <br />the matter at the time but that a very thorough study would be made. Both <br />Councilman Hawn and Koppe stated that they thought this matter should be settled <br />once and for all at an early date and not continue to be a tfureat to the school <br />board as it now stands. Councilman Hawn stated he thought it would be a mistake <br />to opee High street thru the proposed high school site and beleived that, the <br />highway could be diverted either to the east or to the west. Mayor Large explain d <br />that hte matter was in the hands of the street department and that he felt there <br />was no intention of ~uining the plans of the school board and that they would be <br />given a square deal. <br /> <br />I <br /> <br />Robert Prescott at this time addressed the Council regarding Rent Control. <br />He stated that the matter of EUlene rents had been called to the attention of <br />2 the Federal authprities and read the following resolution that had been passed <br />by the Eugene Realty Board: <br /> <br />'I <br />I <br />, <br /> <br />~' <br /> <br />RESOLVED, that the EUGENE P~ALTY BOARD recommend to the CITY COUNCIL OF <br />EUGEl\1E : <br /> <br />I <br /> <br />That the Council create a Citi~en's Rent Control Committee with authority <br />to gather the facts in respect to rents in Eugene, to receive complaints, <br />to hold hearings, and to make recommendations. <br />
