He stated he felt <br />1,[ the union sD.puld have a 'twice in the ma tter. Mr. Prescott explained tha t the <br />i proposed corornittee was only to make a investigation of the facts and not to set <br />Ii any rules or regulation and that, the labor unions should have a member on this <br />I' committee. After this explanation Mr. Jensen said he would wi thdraw his obj ect- <br />'I ions. A motion was made by Baker and seconded by Farrington that the Mayor <br />I: should appoint a committee of 5 to investigate the rent situation in Eugene as <br />~ outlined in the resoltuion adopted by the Real~y Board. F. McBee, 1228 Charnelton street, addressed the Council regarding <br />the Amazon ditch situation. He stated that the Army Engineers had requested <br />that a survey be made of the cost of damages caused the the flooding of the <br />Amazon. He stated he was willing to donate his services to the City in making <br />up a survey and that Mr. Ed Furnish, 541 east 19th and Mrs. W. O. Gehr (Formerly <br />Mrs. NeeI') of 13th and Lincoln were also willing to donate their time to the <br />survey. That they would be no cost to the City except possibly for some maps. <br />H~ stated that the Arrny Engineer said it was necessary to brin~ faRts and figures <br />to prove the amount of damages. Mayor Large stated that he thought the City was <br />very fortunate in being offered the slBrvices of these three epople for this <br />survey and a motion was made by Farrington and seconded by Hawn that this offer <br />be accepted and that Mr. McBee, Mr. Furnish and Mrs. Gehr be authorized to make <br />this survey. <br /> <br />Attorney Gordon Ramstead stated that he had a plBtition from property <br />owners on Washington street against the building of the Federal Housing Admini- <br />stration houses on fourtlots included in the Gilbert offer to the City on <br />February 14th. Mr. Paul W. Campbell stated that these 4 lots on Washington <br />street were being withdrawn from the Gilbert offer and Mr. Ramstead st8ted that <br />he would file the petition with the Council just in case something further should <br />be brought up. <br />Councilman Hawn stated that the Police Committee had not been able to <br />meet with the Humane Society together but that the committee had investigated <br />the ~rounds and the building now used as a dog pound and that the conditions were <br />very inadequate and that if the Hwnane Society were going to continue their work <br />it would be necessary to make inlprovement which would cost about $1,000.00. Mr. <br />Marion McClain of the Humane Society stated that they had ~ery little progress <br />since the last meeting and in order to see a way out these improvements would <br />have to be made. Mr. Frank Hill stated there were no shelter, no flors ~nd the <br />place was Simply a mud hole and if the Council wished the dog control program <br />to continue they would have to have the necessary improvement. Councilman Stewart <br />stated that it was now about time for the gardens and~loWers and that dogs would <br />have to be taken care of. Councilman Hawn stated that there was no one capable <br />to handle the dog situation as well as the Humane Society and it was the recommend- <br />ation of the Police Committee that $1000.00 should be provided. Attorney Calkins <br />was asked if money from another fund other than of the Humane Society budget could <br />be used for this dog control situation and Attorney Calkins stated that under the <br />circumst~nces he would advise that it could. Councilman Hawn stated that as of <br />January 31st there was a surplus in the Police Budget of ~p856. 00 and while the <br />Police Chief might have other plans for the use of this money, he felt that <br />rather than turn the dog situation back to the Council that this should be done. <br />A motion was rnade by Hawn and seconded, by Barette that this $856.00 from the Police <br />Dept. budget be made available for the use of the Humane Society and that the <br />Finance Committee should designate where the balance of $100.00 should be taken <br />from.
