The meeting was called to order by His Honor, Mayor Earl McNutt. <br />Councilmen present at rollcall were: Hawn, Davis at 8:10 P.M., Crumbaker, Bailey, <br />Johnson, Allen and Wells. Hanns absent. <br /> <br />Upon motion the minutes of the last regular meeting held, January 26, 1948 <br />were considered read and. approved. <br /> <br />Monthly estimates and approval for progress payments were submitted by the <br />City Engineer as follows: <br /> <br />Sixth payment to Beebe, Werner & Jeske for construction of Amazon <br />Interceptor Sewer,No. 2 <br /> <br />$617.10 <br /> <br />It was moved by Crumbaker, seconded by Johnson that the estimate as approved be <br />received and placed on file and that the proper city officers be authorized to <br />make payment in accordance with the approved estimate. Motion carried. Rollcall- <br />All Councilmen present voting AYE. Hanns absent. <br /> <br />First & final payment to Elmer Williams for construction of sidewalk <br />on Chambers from 13th to 14th and on <br />Thirteenth from Chambers to Grant Streets. <br /> <br />239 . 50 <br /> <br />It was moved by Crumbaker, seconded by Johnson that the estimate as approved be <br />received and placed on file and that the proper city officers be authorized to <br />make payment in accordance with the approved estimate. Motion carried. Rollcall- <br />All Councilmen present voting AYE. Hanns absent. <br /> <br />First & final payment to Cletus Kemp for construction of sidewalk <br />on 17th Avenue West from Olive to Charnelton. <br /> <br />373.69 <br /> <br />It was moved by Crumbaker, seconded by Johnson that the estimate as approved be <br />received and placed on file and that the proper city officers be authorized to <br />make payment in accordance with the approved estimate. Motion carried. Rollcall- <br />All Councilmen present voting AYE. Hann.s absent. <br /> <br />First & final payment to Cletus Kemp for construction of sidewalk <br />on Clark Street from Lincoln to Lawrence. <br /> <br />343.00 <br /> <br />It was moved by Crumbaker, seconded by Johnson that the estimate as approved be <br />received and placed on file and that the proper city officers. be authorized to <br />make payment in accordance with the approved estimate. Motion carried. Rollcall- <br />All Councilmen present voting AYE. Hanns absent. <br /> <br />REPORTS OF COMMITTEES <br /> <br />2 <br /> <br />A report of the Judiciary Committee re: carnival fees, etc., was submitted <br />and read as follows: <br /> <br />"Your Committee on Judiciary to whom was referred the matter of licensing <br />and/or the waiving of licenses on carnivals in accordance with the provisions of <br />Ordinance No. 8519, begs to report as follows: <br /> <br />That your Committee has studied the ordinance provisions and feels that the <br />requirements on the same are to the best interests of the City. It is, therefore, <br />our recommendation to the Council that Ordinance No. 8519 be maintained in force <br />and effect without revision or amendment and that the Council establish a definite <br />policy of not waiving the license requirements under this ordinance." <br /> <br />It was moved by Bailey, seconded by Hawn that the report of the Judiciary Committee <br />be received and placed on file and that the recommendation contained therein be <br />approved. Motion carried. <br /> <br />REPORTS OF OFFICERS <br /> <br />3 <br /> <br />A report of the City Manager re: projected parks-playground development <br />program, was submitted and read as follows: <br /> <br />"Sinc e the last regular. meeting of the Council my office has been queried by <br />parties interested in the City's projected parks-playground development program <br />with particular reference to the Council's decision on the question of submitting <br />a levy proposal for such purpose, along with certain other measures to be submitted <br />to a vote at the special city election in May. <br /> <br />~ <br />
