UNTIL THE <br /> RECREATION COMMISSION HAD A CHANCE TO INSPECT IT AND GIVE THEIR OPINION AS TO WHETHER <br /> THEY FELT IT WAS JUSTIFIABLE FOR THE C I T.Y TO EXPEND NECESSARY FUNDS TO ACCUMULATE THIS <br /> ADDITIONAL GROUND TO THE SKINNER'S BUTTE PARK. <br /> THE COMMITTEE REVIEWED THE APPLICATION FROM WARREN KORSTAD TO LEASE FROM THE CITY <br /> OF EUGENE THE SOUTHWEST CORNER OF 3RD AND -FE-R-R'y STR'HT. THE PURPOSE OF TH IS LEASE <br /> WOULD BE TO ERECT ADVERTISING SIGNS. IT .WAS RECOMMENDED BY THE COMMITTEE THA T THE <br /> POSSI Bill TY OF FUTURE DEVELOPMENT OF THIS AREA WOULD PROHIBIT :THE ERECTION OF <br /> COMMERCIAL SIGNS AS REQUESTED BY MR. KORSTAD. IT WAS THEREFORE RECOMMENDED THAT 'THIS <br /> REQUEST BE DENIED BY THE CITY COUNCIL. THE CITy'MANAGER PRESENTED A RECOMMENDATIPN FROM-THE EUGENE <br /> RECREATION COMMISSION THAT THE'CITY COUNCIL PURCHASE TI:IIS PR OPER TY FOR RIVER FRONT <br /> DEVELOPMENT IN CONNECTION WITH THE CITY'S PARK AND RECREATION'PROGRAM AS OUTLINED UNDER <br /> THE TEN YEAR PLAN. <br /> THE C I TV MANAGER ALSO 'PRESENTED AN OPINION FROM THE CITY ATTORNEY ADVlSING THAT <br /> THE CITY COULD ENTER I NTO 'A CONTRACT FOR THE PURCHASE'OF THIS PROPERTY OVER"A PERIOD <br /> OF YEARS IN ACCORDANCE WITH THE CHARTER AMENDMENT PASSED BY THE ,CITIZENS OF EUGENE ON <br /> JUNE 29, 1951. THIS CHAR TER AMENDMENT PROVIDED A TAX LEVY OF ONE M I'LL FOR TEN YEARS TO <br /> BE USED FOR PARKS AND PLAYGROUNDS INCLUDING AN ESTIMATED $68,900 FOR THE ACQUISITION <br /> OF LAND. <br /> IT WAS THE CITY ATTORNEY'S OPINION THAT. THE CITY COUNCIL WOULD HAVE AUTHORITY TO <br /> ENTER THIS LAND SALE CONTRACT PROVIDING FOR THE PURCHASE OF REAL PROPERTY TO BE USED <br /> FOR PARK PURPOSES PROVIDED THA T PAYMENT SHOULD BE MADE OVER A PERIOD OF NOT TO EXCEED <br /> TEN YEARS AND THAT SAID MONEY SHOULD BE PAID OUT OF THE CI,lPITAL IMPROVEMENT FUND FOR <br /> PARKS AND PLAYGROUNDS, NOT TO EXCEED $68,900.00. <br /> THE CITY MANAGER _ ~ 4 . . . . . . _ . . McKv WOULD f'AY NO <br /> TAXES. <br /> THE COMMI T_TEE FURTHER ANALYZED THE USE OF THIS $25,000 FOR THE PURCHASE O,F THIS <br /> PROPERTY WHEN OTHER NEIGHBORHOOD PARKS ARE SO BADLY NEEDED IN THE CENTRAL SECTION OF <br /> THE CITY WHICH SHOWS A HIGHER RATE OF JUVENILE DELINQUENCY. THE COMMITTEE STRESSED <br /> THE FACT THAT EVERY DOLLAR OF THE PARKS AND RECREATION PROGRAM SHOULD BE SPENT WHERE <br /> I T WI LL PROVIDE THE MOST BENEFITS TO THE GREATEST NUMBER OF PEOPLE AND NOT TO CONCENTRATE <br /> THE PARK DEVELOPMENT IN ANY ONE AREA. <br /> I <br /> ~ <br />
