ORVILLE LINDSTROM APPEARED ON BEHALf Of THE UNIVERSITY, OUTLINED THE PROPOSED DEVELOPMENT <br />PLAN fOR THE UNIVERSITY WITH THE AID Of MAPS, AND ~XPLAINED THAT IN AUGUST 1959 THE.CONGRESS Of THE <br />UNITED STATES HAD AUTHORIZED AN URBAN RENEWAL PLAN fOR COLLEGES AND UNIVERSITIES WHICH HAS BEEN USED <br />IN A NUMBER Of CITIES AND IS NOW PROPOSED TO BE USED IN THE C,TY Of EUGENE. MR. LINDSTROM OUTLINED IN <br />DETAIL THE NEED fOR ADDITIONAL PROPERTIES AND THE NECESSITY fOR AN ADDITIONAL BUILDING PROGRAM. HE <br />STATED THAT THE EAST CAMPUS DEVELOPMENT PLAN IS PROPOSED TO EXTEND TO 17TH AVENUE ON THE SOUTH AND <br />THAT THE UNIVERSITY WOULD LATER RETURN fOR APPROVAL Of AN URBAN RENEWAL PROGRAM TO EXTEND TO 15TH AVENUE <br />ON THE SOUTH. IT WAS <br />ALSO STATED ~IT WAS BELIEVED THAT SOME $60,000 MIGHT BE OBTAINED CREDITS WHICH MIGHT BE APPLIED TOWARD <br />SEWER DEVELOPMENT PROGRAM IN THE GENERAL UNIVERSI'TY AREA. <br /> <br />e <br /> <br />MR. LINDSTROM REPLIED TO A NUMBER Of QUESTIONS REGARDING THE NECESSITY fOR IMMEDIATE ACTION IN <br />WHICH HE EXPLAINED IT IS NECESSARY THAT ACTION BE TAKEN NOW TO ALLOW PREPARATION IN TWO PROPOSED DORMI- <br />TORY AREAS IN THE AREA. HE ALSO STATED THAT If URBAN RENEWAL WERE NOT AVAILABLE, UNDOUBTEDLY THE <br />UNIVERSITY WOULD ACQUIRE PROPERTY NOW PROPOSED TO BE ACQUIRED UNDER THE URBAN RENEWAL:PROGRAM, BUT SUCH <br />ACQUISITION WOULD BE MUCH SLOWER AND MIGHT VERY WELL HAMPER THE TOTAL UNIVERSITY PROGRAM IN TERMS Of <br />DEVELOPMENT, EQUIPMENT, SALARIES AND OTHER ITEMS. <br /> <br />I <br /> <br />THE QUESTION WAS RAISED REGARDING WHETHER URBAN RENEWAL APPRAISALS ARE fAIR. THIS WAS ANSWERED BY <br />THE STATEMENT THAT THE UNIVERSITY WISHES fAIR APPRAISALS Of PROPERTY VALUES UNDER ANY,CONDITION. THE <br />QUESTION WAS ALSO RAISED AS TO WHETHER THE UNIVERSITY WOULD APPROVE Of A VOTE ON THIS MATTER AND IT <br />WAS~AIN EXPLAINED THAT TIME IS Of THE ESSENCE. COMMENTS WERE THEN MADE THAT IT APPEARED THE UNIVERSITY <br />IS DESIROUS Of RECEIVING fUNDS ABOVE THAT ALLOWED BY THE LEGISLATURE AND THAT THEY WERE PICK.ING THE <br />POCKETS Of THE PEOPLE THROUGH THE FEDERAL GOVERNMENT. HE STATED HE BELIEVES"THE UNIVERSITY <br />IS DESIROUS Of PAYING THE TRUE MARKET WALUE Of THE PROPERTY AND THAT fURTHERMORE, WAS ALSO DESIROUS Of <br />TREATING PEOPLE fAIRLY AND EQUITABLY. ACTING PRESIDENT JONES ALSO STATED THAT HE BELIEVES URBAN RENEWAL <br />WOULD COME MORE AND MORE, INTO THE CITIES IN THE NEXT TEN YEARS AND BASED THIS ON THE THESIS THAT THE <br />CITIES ARE GROWING OLDER, IT IS A NATIONAL PROGRAM fOR REVITABLIZATION, AND THAT CITIES MUST TAKE ADVAN- <br />TAGE Of THIS PROGRAM fOR THE BENEfiT Of THE PEOPLE; ALSO THAT THIS IS TRUE IN EUGENE AND THROUGHOUT <br />THE STATE Of OREGON. <br /> <br />MR. MERT FOLTZ APPEARED AS A TAXPAYER Of THE CI!Y, INDICATED URBAN RENEWAL. HAD BEEN DEfEATED BY A <br />VOTE IN THE MAY 1960 ELECTION, AND READ A NUMBER Of QUOTATIONS REGARDING THE RIGHTS Of GOVERNMENT TO <br />TAX fOR THOSE ITEMS NOT SPEClffCALLY REQUIRED. <br /> <br />THE QUESTION WAS RAISED REGARDING THE NUMBER Of STREETS WHICH WILL HAVE TO BE VACATED IN THE UNI- <br />'VERSITY AREA, AND IT WAS ANSWERED THAT THE UNfVERSITY AND CITY ARE ATTEMPTING TO WORK TOGETHER ON THIS <br />PROGRAM; THE ONLY PROPOSED CLOSING AT THIS TIME IS COLUMBIA STREET BETWEEN 14TH AND 15TH AVENUES. <br /> <br />I <br /> <br />MR.
