Urban Design - The third and final session was held at which Dean Creese of the Uni- <br />versity of Oregon spoke concerning urban design. <br /> <br />e <br /> <br />2 <br /> <br />2. Widening 13th Avenue. Agate to Moss - The City Manager stated that the staff and Public <br />Works Department recommend widening 13th Avenue between Agate and Moss Streets to 44 <br />feet, and applying an overlay to 13th Avenue between Agate and Emerald Streets. Dean <br />Creese, Dr. Lallas, and J. O. Lindstrom, all of the University of Oregon, spoke in <br />opposiGion to the widening of 13th Avenue and requested that the street be rebuilt <br />36 feet wide and that parking be removed. Mr. Chatt moved seconded by Mr. Crakes to. <br />pave 13th Avenue from Agate to Moss to a 44-foot width and to remove parking from on <br />side of 13th from Emerald to Agate, the side to be determined by the staff. Motion <br />carried, Mrs. La~ris and Mr. Hawk voting no. <br /> <br />I <br /> <br />No action was taken on Item 1. <br /> <br />A letter was read from Mr. J. O. Lindstrom for the University of Oregon and from Mr. Tom Williams for <br />Williams Bakery accepting the 44-foot paving of 13th Avenue between Agate and Moss with the additional <br />10 feet to be on the north side. The letter also stated that cost of construction will be borne by <br />owners of abutting property, 78% financed by the University of Oregon, apd 22%, by Williams Bakery. <br /> <br />Mr. Chatt moved secorrded by Dr. Purdy to approve Item 2 of the Committee report and include the terms <br />contained in the letter written for the University of Oregon by Mr. Lindstrom and for Williams Bakery <br />by Mr. Williams. Motion carried. <br /> <br />3 <br /> <br />3. Height Variance. Cascade Manor. 30th and Portland - Builders of Cascade Manor requestep re- <br />vision of the agreement made when this property was rezoned to allow additional structure <br />height for elevator housing, roof top snack bar, and patio. After viewing a drawing and <br />a picture of the proposed building sho~ing the added structure, Mr. Chatt moved seconded <br />by Mr. Crakes to allow construction of the proposed elevator housing and snack bar, sub- <br />ject to approval by the Planning Commission. Motion carried., <br /> <br />Mr. Chatt moved seconded by Mr. Crakes to approve Item 3 of the Committee report. <br /> <br />I <br /> <br />The Planning Commission in a permanent report dated May 17, 1965 recommended approval of the variance. <br />Mr. James Myers, Mmes. Davis, Sayers, and Robinett, all residents in the West 30th Avenue area, were <br />present and objected to the additional height. Mr. Calvin Smith, speaking for Cascade Manor people, <br />stated the builders are aware that the added height will obstruct the view to some extent; he also <br />stated that property values in the area will be enhanced as a result of construction of the Manor. <br /> <br />A vote was taken on the motion to approve the Committee report, and motion carried. <br /> <br />e <br /> <br />4 <br /> <br />4. Land Exchange. 4th and Pearl. Eymann - Mr. Richard Eymann, speaking on. behalf of a client, <br />proposed that the City exchange a large portion of Tax Lot 5100, City-owned, for a portion <br />of Tax Lot 5600, both north of 4th Avenue, if extended, and west of Pe~rl Street. The <br />exchange would allow his client to accumulate, a single large tract of land for develop- <br />ment. It was recommended that the City reserve a narrow strip along the south edge of <br />Tax Lot 5100 for street right-of-way. Mr. Chatt moved seconded by Mr. Lassen to authorize <br />the staff to negotiate the exchange of properties, reserving a strip as recommended. <br />Motion carried. <br /> <br />Mr. Chatt moved seconded by Mr. Lassen to approve Item 4 of, the Committee repart. Motion ~arried, on <br />rollcall vote with all councilmen present voting aye. <br /> <br />5 <br /> <br />5. Crash Truck. Airport - The City Manager reported that the airport crash truck had been <br />tested in Los Angeles on Monday, May 10, 1965, and that Yankee Walter ~orporation had <br />sent a list of corrections to be made before delivery of the equipment to Eugene. He <br />also reporte~ that Councilman McNutt had recommended a 45-day extension be granted in <br />which to make the corrections proposed. A verbal report was given by the Fire Depart- <br />ment mechanic who had witnessed the testing. Also, a report was given of a conversation <br />between the City Manager and Councilman McNutt who had also witnessed the testing in <br />Los Angaes. They reported metal shavings had been found in the gear boxes after the <br />testing. Mr. Crakes moved seconded by Mr. Chatt to cancel the contract for purchase <br />of the crash truck from Yankee Walter Corporation.
