<br />7. Mission .Street' Reservoir .Site~EWEB - The Eugene Water &' Electric Board 'had -offered' :
<br />the City an area on Mission Avenue for possible park use which EWEB no longer needs
<br />for a reservoir site. The Parks and Recreation Department recommends against using
<br />the site for a park. Mr. Chatt moved seconded by Mr. Anderson to notify EWEB the City
<br />is not interested in using the property. Motion carried. ,

<br />10. Paving and sewers, 10th Addition to Edgewood Estates - Owners of 78% of the property to
<br />be assessed petitioned this improvement. Expense to the City wa's est imated at $6000
<br />for sanitary trunk sewer, and :$17,000 for :storm sewer. :ThePublic Works Department
<br />recommended, paving Donald Street tnrough:to Fox Hollow Road a,t the same time. Dr.Purdy
<br />moved seconded by Mr.' Chatt to apptove. the petition, including paving Donald Street 'from
<br />Edgewood 10th Addition to Fox Hollow Road. Motion carried.

<br />1. Parking AssessmentIDastrict ~ Tt was reported thab since the Aprit 26, 1965 publfc hear~
<br />ing, the Downtown Study Committee had met several times t? review remonstrances presented
<br />at the hearing. The Study Committee now reaffirms its recommendation that,the City move
<br />ahead with the p~oposed .off.-streetparking assessment district as previously presented
<br />to the Council. Speaking as opponents t,o the propos:ed 'dist=rict were Mess'rs:..Paul Lans-
<br />downe, Harold Edmunds, :and Herb Robbins. They 'partfcularly request'ed more time to' :allow
<br />people who had :filed remon:strances at the April: 26 he'ar:ing' to organize' and p:resen:t a
<br />formal protest to the Council; They ~uggested a' 45-day-period fo~ preparing arguments~
<br />Legal quest ions were: answered by the City Attorney, 'andaddit=ional :comment=s wer'e mad'e
<br />by Councilman Hawk, John Porter, Maurie Jacobs, Jack Foster, and Boyd Rasmiiss'en.

<br />assessment district present a written proposalt'o th'e Council by May 31, 1965, ana
<br />that the Council hold a special meeting on June 7, 1965 to hear any proposals for an
<br />assessment formula d,ifferent tha:n that recommended by the Downt'bw'n Study Committee.

<br />he requested additional time to' allow the committee lie::was~representing to explore the tax: :angle with
<br />regard to assessments for the parking district vs. a d'irect property' tax. Also, Attorney Ralph Hillier
<br />requested additional time,: pointing out that the Stl.1dy Committee had been meet'ing for' a year: or more
<br />and the opponents would have ten days or less in which to prepare an.:-.altern?te. proposal.
