<br />46r <br /> <br />e <br /> <br />1/24/66 <br /> <br />I <br /> <br />Council Chamber <br />Eugene, Oregon <br /> <br />January 24, 1966 <br /> <br />An adjourned meeting of the Common Council of the city of Eugene, Oregon - adjourned from the regular <br />meeting held on January lO, 1966 - was called to order at 7:30 p.m. in the Council Chamber on Janu- <br />ary 24, 1966 by His Honor Mayor Edwin E. Cone with the following councilmen present: Mr. Hawk, <br />Mrs. Lauris, Messrs. Chatt, Purdy, Andersori, and Lassen~ Councilmen Crakes and McNutt were absent. <br /> <br />Minutes of the Council meeting held January 10, 1966, as mailed to members of the Council, were ap- <br />proved. <br /> <br />NEW BUSINESS <br /> <br />e <br /> <br />1 <br /> <br />Mayor Cone recognized and welcomed students from Cascade Jr. High School in attendance. <br /> <br />2 Election of Vice President of Council - Mr. Chatt nominated Catherine Lauris as Vice President of the <br />Council, and he moved, seconded by Dr. Purdy, that the nominations be closed and Mrs. Lauris declared <br />elected. Motion carried. <br /> <br />3 <br /> <br />Mass Transit Report - Given by Mrs. Richard E. Miller on behalf of the League of Women Voters and <br />suggested the League's stand on various transportation facets and also expressed support of .the <br />revitalization project being developed. <br /> <br />I <br /> <br />4 <br /> <br />Right-of-Way Acquisition, Coburg Road - The City Attorney recommended that $320 be paid to Mrs.Georgia <br />Dale for additional right-of-way for widening Coburg Road. Mr. Hawk moved seconded by Mrs. Lauris <br />to acquire the right-of-way as recommended. Rollmll vote. All councilmen present voting aye, mo- <br />tion carried. <br /> <br />5 Airport Open-Space Acquisition - The City Attorney recommended that the City purchase 1.9 acres of <br />land from Earl R. Ewing, formerly owned by Florence E. Schrenk, for Airport expansion at a negotiated <br />price of $1500. Mr. Hawk moved seconded by Mrs. Lauris to purchase the land as recommended. Rollcall <br />vote. All councilmen present voting aye, motion carried. <br /> <br />6 Liquor License Applications were submitted, approve~ by ~he Police Department: <br /> <br />Package Store Class A - Dari-Mart, 1 735 West 18th, Howard Gibson (New) <br />Restaurant Class B - Black Forest, 2645 Willamette, Walter Hafdahl (Change from <br />Retail Malt Beverage Class B) <br /> <br />Mr. Hawk moved seconded by Mrs. Lauris to recommend approval of the applications. Motion carried. <br /> <br />7 <br /> <br />Coburg/Oakway Traffic Signal - Councilman Purdy a~ked if there is ~ome conflict in traffic movement <br />controlled by the Coburg Road/Oakway Road signal. The Traffic Engineer replied that if there is a <br />conflict, it will be corrected by installation of a new controller in the near future. <br /> <br />I <br /> <br />, , <br />COMMITTEE REPORTS <br /> <br />Committee meeting held January l3, 1966: <br /> <br />"Present: Mayor Cone; Councilmen Hawk, Chatt, Lauris, Crakes, ~urdy, Anderson, qnd Lassen; <br />City Manager; Assistant City Manager; Administrative Assistant; City Attorney; <br />City Recorder; Director of Public Works; and others. <br /> <br />e <br /> <br />8 <br /> <br />" <br />1. Route Approval, Interstate 1-105 from Willamette River to 7th Avenue - The State High- <br />way Department requested the Council's consideration of the proposed route alignment <br />of Interstate 1-105 from the Willamette River to 7th Avenue. It was explained that <br />during the first phase of co.nstruction of the proposed route as shown on maps sent, by <br />the Highway Department the highway will come to grade at Clark Street, but eventually <br />will be elevated to 7th Avenue. The importance of maintaining ~ccess to the river- <br />front park area was noted, and it was suggested that the east ramp go over 7th Avenue <br />in order to adequately handle traffic volumes. It was also pointed out that the de- <br />sign as propo~ed will allow for eventual development of a lst to 4th connector. <br />Mr. Hawk moved seconded by M~. Chatt to appr.ove the design as proposed. Motion car- <br />ried. The Council expressed interest in having assuranc~ that access to the river- <br />front park area will be maintained and that eventually the route would extend beyond <br />7th Avenue. <br /> <br />9 <br /> <br />2. Route Approval, 0akhill/I~105 Section Mapleton-Eugene Highway No.220 - The Council's <br />consideration was also requested of the proposed route alignment on this section of <br />State Highway 220 west of the proposed Washington-Jefferson Bridge. It was ex- <br />plained and pointed out on maps sent by the Highway Department that interchanges would <br />be built at River Road, Highway 99, and Bertleson Road; a cloverleaf at Belt Line Road; <br />and an interchange at Greenhill Road with a connectipn to llth Avenue. The first <br />phase of proposed construction will coyer the section from the Bridge to River Road. <br />Dr. Purdy moved seconded by Mr. Hawk to approve the route as proposed.
