<br />3. Southern Pacific Agreement, Crossing Protection Washington and VanBuren- A tentative
<br />agreement has been reached with the Southern Pacific Company co~cerning provision of
<br />drop-arm and signal installation at the Washington and VanBuren crossings of the
<br />Southern Pacific's tracks. The cost is estimated at $40,000 to be shared by the ,City
<br />and Southern Pacific Company. Mr. Chatt moved seconded by Mr. Hawk to approve the
<br />agreement. Motion carried. '

<br />a. Zoning Ordinance Amendment, Housing Transient Indigents - The Planning Commission
<br />recommended a hearing before the Commission on January 4, 1966 concerning an amend-
<br />ment to the Code to allow housing for 'transient indigents in C-3, C-3P, and M-3
<br />zones. The City Manager explained this along with other requests for rezoning and
<br />variances had been transmitted to the"Planriiiig G0rruiJ.i:ssion by:-lettei for hearing On
<br />January 4, and the items would be coming to the Council's attention at its next

<br />mended parking prohibition on the north side of 19th from Oak to:High, and on the south
<br />side of 19th from Pearl fro approximately 100 feet to the west. This restriction would
<br />allow a:right-turri lane for westbound traffic entering Oak from 19th, and a'right-turn
<br />lane for eastbound traffic entering Pearl. Mr. Lassen moved seconded by Dr. Purdy to
<br />approve the recommendation. Motion:carried.'

<br />requested prohibition of parking for at least one space on the south side of 13th
<br />Avenue immediately west of the alley betweencdlumbia and Moss to reduce the possi-
<br />bility of accidents for motorists enteringUth from the alley. The Public Works De-
<br />partment recommended prohibition of parking ,for approximately 20 feet west :of the::
