Council members had viewed both areas <br />and suggested that these two items be referred back to the ~lanning Commission for <br />study of the entire area west of Chambers on 18th. Rezone to C-3P an area on west side of Echo Hollow Road and south side Wood Avenue, <br />Pacific Realty (66-050) - Mrs. Ruth VanFossen, real estate broker, distributed and <br />read a statement outlining the proposal for development of this property. The <br />Planning'Commission had recommended denial of the request to rezone from R-l, RA, <br />and AR. Mr. Lassen moved seconded by Dr. Purdy to deny the rezoning. Motion carried. <br /> <br />Mr. Hawk moved seconded by Mrs. Lauris to approve Item lf 9f the Committee report. <br /> <br />Mrs. VanFossen was present and asked the Council to refer this item back to the Planning Co~ission <br />for rehearing as she had additional information to present. Rezone to M-3 area on west side Danebo Avenue extending about 2500 feet south of <br />Royal Avenue, Allum Bros.-VanDeinse Lumber (66-053) - The Planning Commiss~on <br />recommended denial of the request to rezone from AR Agrcultural. The petitioners <br />were present and suggested that the request be returned to the Planning Commission <br />to consider a revision of the area req~ested for rezoning. Mr. Chatt moved <br />seconded by Mr. Anderson to refer the item back to the Planning Commission. Variance from R-2 to allow accounting offi~e, Viiha~er~Ing~r~on (66-051) - Max A. <br />Ingerson, on behalf of Edmund Vilhauer, petitioned this variance for CR Commercial <br />Residentkal use at 1163 West 11th Avenue. The Planning Commission recommended deni~l. <br />Mr. Hawk moved seconded by Mr. McNutt to deny the. variance. Motion carried. <br /> <br />5 <br /> <br />i. Vacation railroad easement Lot 6, Block 7, and Lot 1, Block 12, 3rd Addition to <br />Eugene Industrial Tract, EIDC-Clevdand - Eugene Industrial Development Corporation <br />requested vacation of the railroad use designation of the eas~ment in Lot 6, Block <br />7, and Lot 1, Block 12, 3rd Addition to Eugene Industrial Tract. T6e Planning <br />Commission recommended approval. Dr. Purdy moved seconded b~ Mr. Chatt to initiate <br />vacation as requested. Planning Commission Report - April 11, 1966 <br />a. East Campus Development Plan 3 - The Planning Commission recommended approval of <br />this plan 3 with the recommendation that maps and text be modified to state that <br />any proposed street vacation within th~ area be subject to negotiation. Dr.Purdy <br />moved seconded by Mr. Hawk to approve the recommendation. Motion carried. <br /> <br />Mr. Hawk moved seconded by Mrs. Lauris to approve Item 2a of the Committee report. Motion carried. <br /> <br />7 <br /> <br />- - <br />b. 11th Avenue Widening - The Planning Commission recommended approval of widening <br />11th Avenue to 44 feet from High to Hilyard and to 48 feet from Hilyard to Kincaid. <br />Mrs. Richard Miller. representing the,League of Women Voters, stated that the <br />League is concerned over ~he development of a comprehensive long-range street plan <br />for the city of Eugene. She questioned whether the widening of East 11th and the <br />widening of 6th Avenue are part of a long-range plan. . <br /> <br />.. . <br />Otto Poticha invited the Council and Planning Commission members and any others <br />interested to a meeting Thursday evening, April 21, 1966, to discuss this and <br />other problems of the downtown development plan. <br /> <br />Mr. Chatt.moved seconded b~ Mr. McNutt to approve the Plan~ing Commission recom- <br />mendation. Motion carried. <br /> <br />Mr. Hawk moved seconded by Mrs. Lauris to approve Plan "c" for widening 11th Aven~e which provides a <br />48-foot width from Kincaid to Hilyard and 44-foot width from Hilyard to High. <br /> <br />Otto Poticha recommended firming up the goals to be achieved by the comprehensive planning of streets <br />and traffic flow. Mrs. Richard Miller, representing the League of Women Voters, also supported the <br />somprehensive planning idea. They asked that the traffic pattern and street widening program be <br />firmed up before parts of the project are done. Comments were'made by Mr. Lynn Sullivan,U-Lane-O <br />Credit Union; Dan Herbert; and a Mrs. Hoffman. <br /> <br />A vote was taken on the motion to approve Plan "C", and motion carried, Mrs. Lauris voting no. <br /> <br />4/25/66 - 2 II <br />........ <br />
