<br />Mr. C. Marlin Withrow, 20 East 46th, .started the petition in favor of the improvement., He
<br />said the project is warranted from the standpoint of safety, drainage, and property
<br />improvement, and that if it is don~ this year i~ will cost less money.
<br />
<br />Mr. Chester Worthy1ake', 10 Coachman Drive, spoke against the project. He said Wf11amette
<br />would become more of a speeaway than it is already, and that widening the street would
<br />provide street parking so that no extra width would be provided for thru traffic. The
<br />City Manager stated the speed limit on Wil1amette was 55 miles per hour when the Coun~y
<br />owned the roaa and that the State of Oregon sets the speed limits. "

<br />Councilman Purdy asked if present drainage problems co~ld be solved. The Public' Works Director
<br />said that the proposed paving project would provide for sanitary and storm sewers to drain the
<br />street properly. Councilman Purdy asked if there is any case where a subdivider has paid
<br />for arterial improvement, and the Public Works Director said this was a border street on
<br />the city limits and the City had no control over it at the time it was put in.

<br />The City Manager said this project will: be done at some time or another, this is a good bid
<br />and chances are there will not"be another one as iow, and that there is a need to control
<br />the run of water on Wi11amette. .

<br />Councilman Lassen said that the properties abutting Wi11amette along the back side will be
<br />legally responsible for assessments now or 10 years from now.

<br />6. Paving, Sanitary and Storm Sewers, Sidewalk and Driveway Approaches, Harlow Road from Coburg
<br />to Garden Way and within Monaco Park Addition - MI. Philip Grant, 2991 Harlow Road, spoke
<br />against the proposed project. "He stated the study that was made with reference to this,
<br />arterial was done in'1963 and the projection for use of Harlow Road as a highway was not
<br />appropriate. He asked if other alternatives had been'studied and suggested Harlow Road should
<br />be limited to two lanes with a turning lane provided in the center. He asked that the
<br />council postpone~a decision on this project until a study could be made of other alternatives.

<br />The City Manager read a summary of the research which has been done on this project since
<br />1960 and stated this project has had more study than any other street in the City. He also,
<br />stated by 1980 Harlow Road will need to be a 4-1ane road.
<br />
<br />The Traffic Engineer stated that Harlow Road is one of the main connections between Eugene
<br />and Springfield and a recent traffic count indicated 5,000 to 8,000 vehicles use Harlow Road
<br />per day and there has been approximately a 4% increase per year in the number of vehicles
<br />using Har10w'Road.

<br />Mr. Goerge Adams, 715 Lee Street, said he was concerned about the assessments to abutting
<br />properties owned by people who do not want the project. He said the traffic does not warrant
<br />widening of the road. The City Manager explained that Harlow Road was acquired from the county
<br />by annexation and does not meet City standards and in order to develop sidewalks and drainage
<br />the improvements are necessary.

<br />Mrs. Betty Niven brought up the point that the property owners abutting the proposed project
<br />have never been assessed for any costs on. Harlow Road.:

<br />Mrs. Hayward moved seconded by Mr. McNutt to amend the original motion to exclude Project.
<br />number 2.

<br />A rollcall vote was taken on the original motion as amended, and motion as .amended carried
<br />with all Councilmen present voting aye.
<br />
<br />Mr. Anderson moved seconded by Mrs. Hayward to table Project number 2. Motion carried.
