<br />1. Paving 5th. McKinley to Highway 99 - The Public Works Department recommended award to the low
<br />bidder on the alternate bid.
<br />Mr. Anderson moved seconded by Mrs. Hayward to award contract to the low bidder on the alternate
<br />bid. Rollcall vote. All councilmen present voting aye, motion carried.

<br />2. Paving Willamette from 40th to south boundary 7th Addition to Edgewood Estates - The Public
<br />Works Department recommended award to the low bidder on the alternate bid.
<br />
<br />Mr. Leonard Oswald, 4295 Willamette, spoke in favor of the project and asked if the crown
<br />of the hill would be lowered for better visibility. The City Manager stated the design
<br />of the project would lower the crown of the hill.
<br />
<br />The Public Works Director explained the original petition for this project was signed by
<br />49% of the property owners. Since the first public hearing on the project was held, the
<br />petition has been reduced to 21% in favor of the project. A petition against the project
<br />was signed by 39.8% of the property owners, with 37.6% remaining neutral and 1:6% with no
<br />response.

<br />Mr. Hal Merrill, 40 Oak Court, spoke against the proposed paving. The back of his property
<br />abuts on Willamette Street, and he does not have direct access to Willamette. He said
<br />the project is not warranted since there is not sufficient traffic in the area and feels
<br />
<br />.
<br />
<br />**The Public Works Department recommended award of contracts to the low bidder on each project.
<br />Mr. Anderson moved seconded by Mr. Lassen to award contracts to the low bidder on each project,
<br />and the bid on project number 5 for Alternate #2 and on project number 6 for the Alternate bid.
