<br /> Adjourned meeting of the Common Council of the city of Eugene, Oregon - adjourned from the meeting
<br /> held October 14, 1968 - was called to order at 7:30 p.m. on October 28, 1968 in the Council Chamber
<br /> by Council President Lester E. Anderson in the absence of Mayor Cone. Other Council members present
<br /> were: Mrs. Lauris, Dr. Purdy, Mr. Lassen, Mrs. Haywar9, and Messrs. 'McDonald and Wingard. Council-
<br /> man Teague\was absent.
<br /> Approval of the minutes ofth~ Council meeting held October 14, 1968, as mailed to Council m~mbers,
<br /> was considered.
<br /> The Director of Finance asked that the minutes be amended to reflect the following addition on Page 4
<br /> of Resolution 1583 - Awarding Sale of $7.7 million General Obligation Sewer System Bonds, Series D -
<br /> with respect to payment of interest on redeemed bonds:
<br /> 1 "Bonds to be in the denomination of $5,000.00 each and, maturing as follows:
<br /> $320,000 on November 1 in each of the years 19.70 to 1989 inclusiye, and .
<br /> $325,000 bonds on November 1 in each of the' years 1990 to 1993 inclusive,
<br /> :i provided, however, that all bonds maturing on and after November 1, 1979 should be subject
<br /> to prior redemption and call in inverse numerical order on November 1, 1978, and on any
<br /> interest paymen~ date thereafter, upon payment pf the principal thereof together with interest -~
<br /> accrued thereon to the date'fixed for,redemption,plus a premium of two' per cent (2%) of the
<br /> principal amount of each bond so redeemed on or before November 1, 1983." .
<br /> Nr s . Lauris moved seconded by'Mr. Lassen that the October 14, 1968 Cbuncil minutes be so amended.

<br /> NEW BUSINESS
<br /> 2 I Councilwoman Hayward introduced Una He~derson, American F~eld Service exchange student from
<br /> Bushmill, Ireland, who is attending South Eugene High School.
<br /> , ' I
<br /> 3 Back Yard Burning Ban - Councilwoman Hayward suggested the Council discuss and consider
<br /> adoption of an ordinance banning all back yard burning. Councilman Lassen questioned
<br /> whether the City can adopt controls separate from those of the State Sanitary Authority.
<br /> It was understood the City Attorney would bring back an opinion~ ..
<br /> 3 Overnight Parking on Streets - Councilwoman Hayward said she received complaints concern-
<br /> ing overnight parking of log trucks in residential neighborhoods. The City Attorney said
<br /> there are no restrictions with regard to overnight parking, except that the streets cannot
<br /> , be used for storage of vehicles such as' campers, trailers, etc. It was understood the
<br /> City Attorney would bring back an opinion with regard to possibility of restricting on-
<br /> street overnight parking"of heavy vehicles in residential neighborhoods.

<br /> 4 Human Rights Commission Report - Councilwoman Hayward asked if the Council could receive
<br /> a monthly report from the Human Rights Commission or copies of minutes of its meetings.
<br /> It was understood copies of the Commission minutes would 'be sent to Council members. .
<br /> 5 Voters Pamphlet, November 5, 1968 Election - Councilman Purdy said he found it difficult
<br /> to read the voters pamphlet because of the way it was stapled, and that more space
<br /> should have been allotted statements on the various measures.
<br /> 6 I Drainage, Elmira Road - Councilman Lassen asked if something could be done about the
<br /> :
<br /> drainage on Elmira Road between Louis and Waite Streets where a culvert was nor properly !I!
<br /> replaced after sewer construction two years ago. He also asked about picking up broken
<br /> glass on Belt Line at Barger Drive and Royal Avenue intersections, and whether Royal
<br /> Avenue will be restriped soon. It was understood the Public Works Department would
<br /> investigate.
<br /> 7 Fire Hazards, Back Yard Burning - Councilman Wingard asked for a report on comparison
<br /> of fire hazards during the periods when back yard burning was banned entirely during
<br /> summer months and the present time.
<br /> 8 Transportation Study - Mrs. John Northway, p~~sident of the League of Women Voters,
<br /> presented the League's report "Mass Transportation in Eugene." She said the report is
<br /> designed to provide information on the~resent tocal transportatio~ system, the type arid
<br /> degree of service which should be considered in making a change, ~pd some of the owner- .:
<br /> ship and financing possibilities. The City Manager reported that the Central Lane Plan-
<br /> ning Council received notice that its application for funds for an areawide mass transit

<br /> ~ Councilman Wingard left the meeting.
<br /> 9 Bids , Commercial Space, 10th and Oak - Two bids were received - one from Eugene Indus-
<br /> trial Development Corporationfor $2.10 per square foot per year, and one from Nils B.Hult
<br /> and Associates for $2.12 per square foot per year. It was recommended that the bid of
<br /> Nils B. Hult and Associates be accepted, pending arrangement of a definite lease agreement.
