<br /> 1 Rebid, Sale of Property, 11th and Danebo - One bid was received from G C. Jastad for
<br /> $11,350 based on rebids on a cash basis with alternate of cash and property. The Finance
<br /> Department recommended accepting Mr. Jastad's bid.

<br /> 2 Appeal, Conditional Use, 938 Jefferson - The Planning Commission granted a conditional
<br /> use permit to James H. Lynch for operation of a private education clinic (counseling
<br /> services) in the R-3 zone at 938 Jefferson Street, with review of the operation after
<br /> one year. A petition signed by several residents of the neighborhood appealed the
<br /> Planning Commission decision. Frank Lemons, 1204 Lincoln Street, speaking for Mr. Lynch,
<br /> . said he contacted neighbors who originally objected and explained the proposed operation,
<br /> but was unable to contact all those signing the appeal. He said he would like to hear
<br /> specific objections. Mr. Al Pierce said he had no specific objections but understood
<br /> there was no longer interest in the property involved. Mr. Lemons explained there was
<br /> a change in plans, but said if the conditional use permit is approved negotiations on
<br /> the property will be closed immediately. The Planning Director said Mrs. Gertrude
<br /> e Kaufman, 996 Jefferson Street, wished it known she favors the proposed counseling
<br /> service center. Mrs. Lauris said she is a member of the counseling service Board of
<br /> .. Directors and is in favor of the proposal.
<br /> Dr. Purdy moved seconded by Mrs. Hayward to uphold the Planning Commission decision granting the con-
<br /> ditional use permit. Motion carried.
<br /> 3 Harlow Road Right-of-way, Lethin - The City Attorney said $3,570, the appraised value set
<br /> at the time of filing, was offered in a condemnation suit for right-of-way at 3125-3127
<br /> Harlow Road owned by Ronald R. Lethin. Mr. Lethin asked $5,775, the value set by his
<br /> appraiser. The City then requested a third appraisal which set a value of $5,700. The
<br /> City Attorney said Mr. Lethin will accept $5,470 and recommended buying the property for
<br /> tha t amoun t .
<br /> Discussion centered on methods of appraisals, with Councilman McDonald questioning the
<br /> .. disparity in the City's two appraisals.
<br /> Dr. Purdy moved seconded by Mr. Lassen to buy the right-of-way for $5,470.00. Rollcall vote. All
<br /> councilmanpresent voting aye, except Mr. McDonald voting no, motion carried.
