Other Council members present were: Dr. Purdy, Messrs. McDonald, Wingard and Teag~, <br />Mrs. Beal, Messrs. Gtibskov and'Mohil <br /> <br />1 A letter was read from Mr. David P. Benseler, 2975 Oak Street, regarding an intolerable weekend traffic <br />situation in the area of 29th Avenue and 30th Avenue and Oak Street and Pearl Street. Suggested <br />solutions included one-way street couplets, additional street lighting or higher intensity of present <br />street lighting, cuI de sacs, or even street closure <br /> <br />Mr. Bensler agreed that any of "these suggestions would help the situation, but work on these measures <br />could not be undertaken until June~ and Mr. Bensler was requesting some immediate relief. No action <br /> <br />COMMITTEE REPORTS <br /> <br />t <br /> <br /> <br /> <br />",",. <br /> <br />Committee meeting held February 5, 1969: <br /> <br />Present: Mayor Anderson; Councilmen Hayward, Purdy, McDonald, Beal, Gribskov, Teague and Mohr; <br />City Manager and staff; and others. <br /> <br />1. Items from Mayor and Council <br />2 a. Chamber of Commerce Legislative Meetings - The Mayor announced the Chamber of Commerce <br />Legislative Committee meetings, and said that he had asked Councilwoman Hayward to act as <br />coordinator'to insure attendance of at least two councilmen at each of these bi-weekly <br />meetings, the first of which will be February 15, 1969. <br /> <br />3 <br /> <br />b. Status, House Bill 1027 - Councilman Mohr requested a report on the legislative status of <br />H.B. 1027, which concerns annexations. Mayor Anderson reported that Central Lane Planning <br />Council is involved with coordination on this bill, and will have some organization repre~ <br />sentation at the hearings. The Manager reported that there have been some organized meet~'l <br />ings with resultant amendments to the bill. These amendments mainly concern local govern- <br />mental representation on Boundary Boards. <br /> <br />It was the consensus of the Council that there should be Council representation at legis- <br />lative hearings whenever possible, and that matters of particular interest to the City <br />should be brought up whenever they come to the attention of individual councilmen. <br /> <br />4 <br /> <br />c. Salary Increase -The Manager stated that the Council had agreed to discuss requests from <br />employe groups regarding saJ.ary increases whenever written material was available. Council- <br />woman Beal felt that an informal discussion would be preferable, and since the employe <br />groups were anxious for an early hearing, it was 'decided to adjourn the regular Monday <br />meeting to a Committee Meeting in the McNutt Room at 8:30 p.m. February 10, 1969. <br /> <br /> <br />5 <br /> <br />d. Commendation, Snow Removal - K;metter of commendation was read from Floyd Trowbridge, who <br />also requested enforcement of the ordinance requ{ring clearance of sidewalks. Mrs~ Hay- <br />ward suggested that the City start with enforcement at fraternity houses and public agencies. <br /> <br />6 <br /> <br />e. Loitering Ordinance - This Ordinance will have the third reading at the Gext regular meet- <br />ing, and Councilman Mohr has asked to discuss a proposed committee to study the City's <br />criminal law code. It was decided to put this on the Agenda for official approval at the <br />same time as the reading of the Ordinance. <br /> <br />Mr. McDonald moved seconded by Dr. Purdy that Items la, lb, lc, ld, and Ie of the Committee Report be <br />received and~ftled. Motion carried. <br /> <br />7 <br /> <br />f. Annexation, Beltline-River Road - The Planning Commission has requested an early hearing <br />on this annexation because of classif{cation as a health hazard. The Planning Director <br />explained the location of this annexation and the reasons for the proposal. The Manager <br />stated that part of the area is being held for final annexation action until agreements <br />for sewer construction "financing have been completed between individual owners and the <br />City. This additional annexation might make it possible to bancroft the assessments. The <br />City coul<:];"proceed with this annexation and" hold it as a package with the pr"evious annex- <br />ation until sewer financing agreements were reached with all proper~y'owners. <br /> <br />In answer to a question from" Councilman Gribskov; the Dir.ector of "Public Works explained <br />that this system would connect into a pressure line on Beltline Road, and that construction <br />would have to coincide with construction of "the River Road overpass. - <br /> <br /> <br />Dr. Purdy moved seconded by Mr. Mohr to approve the Planning Commission action and proceed <br />with annexation of the area, and to hold final approval until agreements are signed with <br />all property owners. Fhe motion carried. <br /> <br />Mr. McDonald moved seconded by Dr. Purdy to proceed with the annexation and call a public hearing. <br />After approval, this annexation should be held for final reading with the previous Beltline-River Road <br />Annexation, pending agreement on financing of sewers. <br /> <br />~ <br /> <br />2/10/69 - 1 <br />
