Contract, University of Oregon for Police Services - The University of Oregon has contracted <br />with the City for police services beyond those which could normally be provided. The amount <br />of $47,473.61 covers' the City cost for providing'services from September 3, 1968 to September <br />1, 1969. The Cith has the right to call the patrolmen off the campus ~n an em~rgency. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve this contract. Motion carried. <br /> <br />Mr. McDonald moved seconded by Dr. Hurdy to approve Item.2 of the Committee report., Rollcall vote. <br />All councilmen present voting aye, motion carried. <br /> <br />2 3. Ordinance Creating an Airport Commissillon, Providing its Appointment and Duties - The Manager <br />explained that this Ordinance would set up regular terms and provide a method of appointment <br />for an official Airport Advisory Commission. There, has been a question concerning the appoint- <br />ment of a member from the Chamber of Commerce Aviation Committee, and it has been suggested <br />that he be appointed as an ex officio member. <br /> <br />Dr. Purdy moved seconded by Mr. McDonald to adopt the Ordinance with the suggested change <br />that the chairman of the Aviation Committee of the Chamber of Commerce be appointed as an <br />ex officio member. <br /> <br />I <br /> <br />Councilman Mohr was not sure that ex officio implied non-voting, and the City Attorney said <br />this specific wording would be included in the ordinance. <br /> <br />Mrs. Beal questioned the necessity for an airport commission. She felt this could well be <br />handled by the Planning Commission. The Manager explaine'd the reason for this Commission, and <br />that planning for airport facilities, as well as land planning, were the province of this body. <br />The Commission is composed of those familiar with the aviation industry. <br /> <br />Mayor Anderson asked if all seven members would be appointed at one time; and if their terms <br />would be staggered. Airport Rules and Regulations - Copies of the proposed Airport Rules and Regulations have been <br />distributed to the Council for study, and adoption is recommended. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to adopt the Airport Rules and Regulations. <br />Motion carried. <br /> <br />Mr. McDonald moved seconded by Dr. Purdy to approve Item 4 of the Committee report. Ordinance Permitting Additional Parking in Bus and Taxicab Zones and Establishing Two and <br />Three Wheeled Vehicle Parking in Certain Areas - The Manager 'explained tha~ passage of this <br />ordinance will permit parking in bus zones when not in use by buses and utilize triangular <br />areas formed by striping for diagonal parking f~r two and three wheeled vehicles. The City <br />Attorney recommends adoption of this ordinance. <br /> <br />Councilman Purdy suggested that the wording in this ordinance should be changed to indicate <br />City or Public buses. The Attorney said the ordinance would be amended. <br /> <br />Mr. Teague moved seconded by Mrs. Hayward to adopt the ordinance as recommended. Motion carried. <br /> <br />Mr. McDonald moved seconded by Dr. Purdy to approve Item 5 of the Committee with the recommended <br />change in wording. <br /> <br />Councilman McDonald was concerned regarding obstruction of bus zones during regular loading and unload- <br />ing. Police Chief said signing w011ld control this, and after consultation with the Traffic Engineer <br />this ordinance had been prepared to alleviate a double-parking problem. <br /> <br />A vote was taken on the motion as stated, and the motion carried. <br /> <br />5 <br /> <br />6. Planning Commission Report, February 3, 1969 - The Planning Commission has tabled zone change <br />requests of Nathan Rubenstein, located on the west side of Echo Hollow Road between Avalon <br />Street and Knoop Avenue; Harry Rubenstein, located on the south side of Crest Drive between <br />Willamette Street and Olive Street; Noble Chowning, located on the east side of Coburg Road <br />between Willakenzie Road and Bailey Lane; Allen L. Colburn, located on the north side of Barger <br />Drive and east of Golden Garden Street; Blinkhorn Company located south of East Briarcliff Lane <br />between River Road and Polk Avenue; Harry Ritchie located at the southwest corner of the inter- <br />section of 11th Avenue and Patterson Street; E. Charles Pressman, located at the southwest <br />corner of the intersection at 29th Avenue and Portland Street, pending developments of <br />preliminary or final approval under the Planned Unit Development section of the Zoning Ordinance. <br />The Planning Commission requests that the City Ceuncil officially table these ~equests until <br />the Planning Commission takes them from the table for official action. <br /> <br />, <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve the Planning Commission request to <br />table these items.
