Anderson ~oat 7:30 p.m. on March 10, 1969 in the Council Chamber. Councilmen present <br />were: Mrs. Hayward, Dr. Purdy, Messrs. MeDgnald,,'Wiiligard and Teague, Mrs. Beal and Messrs. Gribskoy <br />and Mohr. <br /> <br />1 Minutes of the Council meeting held February 24, 1969 were approved as mailed to Council members. <br /> <br />2 Proclamation, International Festival Week - The Mayor's Committee on International Cooperation, under <br />the leadership of Mrs. Albert Kitzhaber has planned an International Festival to promote better int~r- <br />national cooperation in the community. - Mayor Aridersori -introduced 'Mr.Mike Gooley, 'who represented the <br />committee in Mrs. Kitzhaberls absence. Mr. Joseph Gomal, sutdent at the University, explained how the <br />International Festival promotes community understanding of other nations, and allows residents of <br />other nations studying at the University an opportunity to show a part of their country's culture to <br />residents of the City. <br /> <br />Mayor Anderson read a Proclamation declaring the week April 6-12, 1969 International Week. <br /> <br />COMMITTEE REPORTS <br /> <br />Committee meeting held February 26, 1969 <br /> <br />Present: Mayor;Anderson, Councilmen Hayward, McDonald, Beal, Gribskov and Mohr; City Manager and <br />staff; and others. <br /> <br />3 <br /> <br />1. Items from Mayor and Council <br />a. Appointments - Mayor Anderson appointed Mrs. Don (Kathy) Siegmund tm a position on the Human <br />Rights Commission. <br /> <br />Mrs. Wickes Beal was appointed to replace Mrs. Catherine Lauris on the Community Goals <br />Conference. <br /> <br />4 <br /> <br />b. Butte Cross- Wendy Ray stated the Associated Press reported the Supreme Cour,t; by a 4-3 . <br />vote, ruled the cross on the Butte is not a religious symbol, and does not ~ave religious <br />significance to most people, and therefore, will remain on the Butte. <br /> <br />5 <br /> <br />c. @ouncil Reports - Mrs. Hayward said Mrs. Leo Gorman, 160 West 37th, had reported circulation <br />of a petition requesting removal of car lots to Coburg Road area to provide more room in the <br />Central Business District. <br /> <br />Mrs. Hayward reminded the Council of Chamber of Commerce Legislative Luncheons. Mrs. Beal <br />will attend. Mrs. Hayward also reminded the Council of the Council Legislative meeting <br />Friday at 4:00 p.m. State sales tax will be discussed, and all members are welcome. <br /> <br />Mayor Anderson adv.ised that the Land and Water Conservation Fund Interagency Advisory <br />Committee will meet noon Friday. $9,601.00 is available, and it is suggested thi~ amount <br />be divided between City and County parks projects. The Mayor asked for a represenaative <br />to attend. Mr. Gribskov volunteered. <br /> <br />-:'r'~:_--:...__ <_,.__ <br />Mrs. Hayward movea seconded by Mr.. Deferred Assessment - Mr. Dan Morris, 4680 Fox Hollow Road, has requested deferment of a <br />sewer assessment. Since the p~operty is an island within the city limits and cannot legally <br />be assessed, Public Works Department recommends assessment be deferred until the property is <br />annexed and the owner wishes to use the sewer. <br /> <br />Mr;3.Hayward moved seconded by Mr. Gribskov that the City Council approve the requested <br />deferment of assessment. Motion carried. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald that Item ld of the Committee Report be approved.. Rollcall <br />vote. All councilmen present voting aye, the motion carried unanimously. <br />. I <br /> <br />7 2. Krieg, 3252 Onyx Place and Mrs. Donald Ridenour <br />3768 West 11th, spoke in favor of a stricter law, and objected todrunning at large in neighbor- <br />hoods. <br /> <br />Mr. Everett McVicker, Manager of Lane County Humane Society, was very much in favor of a stricter <br />law. He objected to Section 5, "Killing Certain Dogs'~, saying this was unrealistic and medically <br />unsound. <br /> <br />~. Mohr suggested that Section 5 be deleted from the ordinance, as it did not pertain to a <br />leash law. Mrs. Hayward agreed, and moved seconded by Mrs. Beal, to delete Section 5 from <br />further consideration in this ordinance. Motion carried. <br /> <br />" <br /> <br />Mayor Anderson was concerned whether funds <br /> <br />was adopted.
