No action <br />taken. <br /> <br />Councilman Mohr suggested that there might be people present to speak to this issue. Mr. Blaine Ackley, <br />162 HighlStreet, spoke in favor of the Ordinance, but felt there should be provision for people to walk <br />dogs in pagks iwiphout a '-leash. <br /> <br />1 3. Report re: Outdoor Sales of Merchandise Affected by Zoning Ordinance A report was read from <br />the City Attorney outlining provisions' for Outdoor Sales of. Merchandise not connected with the <br />main business operation normally on the premises. The-Manager explained that the Planning <br />Commission had heard this matter and had agreed, as policy, this could be handled as a Condition- <br />al Use, which would permit operation in C-2 zones under Conditional Use application after public <br />hearing. Mrs. Ridenour uses five different locations so would require five'separate permits. <br /> <br />Mrs. Niven, Planning Commission President, explained that it would not be necessary for Mrs. <br />Ridenour to obtain the permit - businesses owning the property would obtain the permit, and it <br />could be used for outdoor sales other than Mrs. Ridenour's. <br /> <br />In answer to a question from Councilman Mohr, Mrs. Ridenour said other towns license this type <br />operation, and she thinks this is the best solution. <br /> <br />I <br /> <br />Mrs. Catherine Lauris suggested amendment of the Zoning Ordinance. or licensing to allow tgis <br />type merchandising. The Planning Director explained that the Conditional Use covers many uses, <br />and that an indefinite period can be set for expiration of a ~ermit. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to uphold the Planning Commission recommendation, <br />with regard to the policy concerning Outdoor Sales. Motion carried. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald tbhapprove Item 3 of the Committee Report. Motion Carried. <br /> <br />Mrs. Ridenour asked the Council why some businesses in the City were permitted to sell merchandise <br />similar to theirs. She explained that an arrangement had been made with a local merchant to buy into <br />his business, and asked if this arrangement would permit them to sell in a like manner. The Mayor <br />explained that the Council was now acting on material presented at the meeting of the Committee of the <br />Whole. If Mrs. Ridenour had a new proposal, this should be submitted to the"Planning -Commission for t <br />their recommendation to the Council at another meeting. <br /> <br />A vote was taken on the motion as stated. Motion carried with Councilmen Teague and Mohr voting no. <br /> <br />2 4. International Festival - Mayor Anderson introduced Mrs. Albert Kitzhaber,'Chairman of the Inter- <br />national Cooperation Committee, who asked Council support for the Internation Festival on the <br />University of Oregon campus. <br /> <br />Mrs. Hayward moved seconded by Mrs. Beal that the Council request the staff to prepare a resol- <br />ution declaring the week of April 6.th~ough 12, 1969 International Week. Motion carried. <br /> <br />,. <br /> <br /> <br />" <br /> <br />No Council action taken on this item at this time. <br /> <br />3 5. Jail Facility - Councilwoman Beal discusseu the possibility of Lane County and Eugene Planning <br />Commissions initiating a study of future city buildings, and land acquisition, with the jail a <br />part of a total building program. <br /> <br />Mrs. Beal moved seconded by Mrs. Hayward that every priority consistent with orderly planning <br />be given to the construction of new jail facilities. Motion carried. <br /> <br />The Council discussed the possibility of County participation and cooperative funding of a new <br />facility. <br /> <br />Mrs. .Beal moved seconded by Mr. Mohr to pursue with diligence negotiations with governmental' <br />agencies regarding assistance in funding construction of new jail facilities. Motion carried. <br /> <br />Mrs. Hayward moved seoonded by Mr. McDonald to approve Item 5 of the 80mmittee report. Motion carried. <br /> <br />Committee Report - March 5, 1969 <br /> <br />Present: Mayor Anderson; Councilmen Hayward, Purdy, McDonald, Beal, Gribskov, Teague and'Mohr; <br />City Manager and staff; and others. <br /> <br />4 <br /> <br />1. Items from Mayor and Councilmen <br />a. Cross, S~inner's Butte - Councilwoman Hayward suggested that, until mitigation is settle9, <br />the Council maintain the attitude of neutrality established before the appeal was.taken to <br />the Oregon Supreme Court. <br /> <br />I <br /> <br />Mrs. Hayward moved seconded by Dr. Purdy that the Council not discuss or take into'consider- <br />ation anything to do with the Cross at this time. <br /> <br />Mr. Teague suggested that there be no discussion without public notice, and that all members <br />of the Council be present at that time. <br /> <br />~ <br /> <br />A vote was taken on the motion as stated and the motion carried. <br /> <br />3/10/69 - 2 <br />
