<br />01q.l, <br /> <br />e <br /> <br />4/29/69 <br /> <br />Mr. Wingard withdrew his second. <br /> <br /><I <br /> <br />Mr. Jim Curtis, fireman, said he had worked ten years for the Fire Department, and he was very dis- <br />~P9inted that what had been promised to them at last'nights meeting did not seem to be material- <br />izing. <br /> <br />Mr. Gribskov said he felt they had achieved parity by starting out with a low equal to the police <br />and going to a high equaling that requested. <br /> <br />Mr. Flynn again outlined the firefighters request.: <br /> <br />Mr. McMahon said he had met with the Fire Chief and informed him of the decision of the Council and <br />the Chief had accepted the position .that the firefighters proposal for parity had been accepted. <br />The Fire Chief has said he supported it. <br /> <br />Mrs. Beal said she would go along with Mrs. Haywards motion, but would hope during the next twelve <br />months that a s~stem be worked out so that a fireman doesn't have to stop at two points below that <br />which a policeman stops at. The firemen should be given a chance to progress in the range of <br />police in the present level.0 Mrs. Hayward felt this should be discussed between the administration <br />and the Fire Chief.. <br /> <br />e <br /> <br />A vote was taken on the main motion. Mr. Mohr voted no. The motion carried. <br /> <br />Mr. Mohr explained his vote by addressing Mrs. Hayward and Mrs. Beal that the way to formalize <br />expectation between employer and employe is through a written contract that makes solid hope, in <br />terms of judicial unity. Mr. Mohr hoped not one more minute would be spent in collective bargaining. <br /> <br />1 <br /> <br />Mr. Wingard felt it might' be appropriate to go back to the motion for arbitration and get these <br />things defined so that, at least, the firemen will know the Council is not going any farther in <br />defining these slots. <br /> <br />Mr. Wingard moved that a committee formed of three people, with ;an outside arbitrator, be formed <br />to decide which numbers go into those slots. This will not be done for this budget year, but this' <br />material should be available and ready for the next years budget meetings. <br /> <br />Mr. Mohr asked for a ruling on that-motion~ It would establish a system or policy outside the <br />purview of the City Council to determine. The City Council is not allowed to participate in personnel <br />administration policy. He judged the motion out of order on that grounds. <br /> <br />II The motion died for lack of a second. <br /> <br />I At this point Mr. Wingard left the meeting. <br /> <br />I <br />II Committee meeting held April 16, 1969. <br /> <br /> <br /> <br />j <br />I <br />t <br />I <br />I <br /> <br />I <br /> <br />I <br /> <br />COMMITTEE REPORTS <br /> <br />Present: <br /> <br />Mayor Anderson; Councilmen Hayward, Purdy, Beal, Teague, Gribskov and Mohr; City <br />Manager and'staff; and others. <br /> <br />I <br /> <br />-1. <br /> <br />Items from Mayor and Council <br />a~ Air Pollution Legislation - Mayor Anderson thanked the many people who cooperated with <br />the hearing at Salem Tuesday, and said he had received a number of favorable comments <br />on the hearing. He thanked Council members who made the trip, and Mrs. Beal who coor~ <br />dinated the effort. He also thanked students who attended the meeting and Cottage <br />Grove and Springfield for their support. <br /> <br />e <br /> <br />Mrs. Hayward moved ,seconded by Mr. McDonald that Item la of the Committee report be received and <br />placed on file. Motion carried. <br /> <br />b. Council Representative, Joint Housing - Due to conflicts, Mayor Anderson finds it <br />difficult to attend meetings, and asked the Council to consider a replacement. He <br />will attend when possible, but has nominated Ivan Gribskov to be Council representative. <br /> <br />I <br />I <br />II <br />II <br />/1 <br />II <br />II <br /> <br />Mrs. Hayward moved 1;leconded by Mrs. Beal that the Council appoint Ivan Gribskov <br />Council representative to the Joint Housing Committee. Motion'carried. <br /> <br />c. Ruling on Council Request for Administrative Reports - Mr. Mohr distributed a memorandum <br />to the Council, which he read to those present. He questioned the Mayor's ruling at <br />a previous meeting on the matter of individual council member's requests f~r reports <br />from the Administration. Means of access to information should not be dependent on a <br />majority vote. Such a restriction would jeopardize a basic princip~l of Council govern- <br />ment. <br /> <br />Mr. Mohr moved seconded by Mrs. Hayward that members of the Council may .request reports <br />and make requests for informatlon from the administrat~on directly. <br /> <br />1 <br /> <br />~ <br /> <br />Mayor Anderson said this may have been a matter of an interpretation of the difference <br />between reports and information and asking for a decision from the City Manager. The <br />request related to a decision from the Manager as to what he would do in a particular <br />instance. As far as reports and information are concerned, the Mayor thinks any Council <br />member, -individually or collectively, has the right to go to the Manager and request <br />r.eports and information.
