Mr. Mohr said/the point was that a <br />ruling should not be made on an ad hoc basis, and this would seriously damage the <br />general principal. <br /> <br />Dr. Purdy felt a decision had been made by the budget .committee with respect to <br />wages, and a possible strike had been brought because of wages and salary parity. <br />The Manager should not be expected to make decisions on budget c9mmitte~ matters. <br /> <br />e <br /> <br />Mr. Mohr said his question pertains to the general principal, rather than a specific <br />case. The Managerlsaid requests for information are normally no problem, and the <br />staff is happy to comply. However, there have been occasions when the requested <br />information involved so much staff work or decisions which had not been arrived at, <br />that it would be very difficult or time consuming to comply with the request. The <br />staff would like to feel free to ask the Council how they want time spent. <br /> <br />A vote was taken on the motion as stated. Motion carried. <br /> <br />I <br /> <br />d. Civil Air Patrol Request - the Civil Air Patrol has requested permission to use a <br />portion of the airport property to provide a site for a hangar and storage building. <br />Because the Civil Air Patrol is a nonprofit organization, they have requested that <br />the site be provided rent-free. The project would require a ground area approx- <br />imately 150 x 2'00 feet. The Airport Commis'sion, at its meeting of April 3, recom- <br />mended permission be .granted, and that the space be provided rent-free. The staff <br />concurs, but feels the agreement should include a'time limit of perhaps ten years, at <br />which t~me the privilege could be reconsidered. The Civil Air Patrol should take the <br />responsibnity for finishing the str'ucture, or demolishing it, if unfinished, and <br />the building sho~ld remain in the possession of the Civil Air Patr~l. Mr. Teague <br />suggested that a clause be included in the agreement that such an arrangement would <br />terminate if space was used by a firm or organization other than the Civil Air Patrol. <br /> <br />Mrs. Hayward moved. seconded by Mr . Gribskov that the Council approve an agreement <br />with Civil Air Patrol as outlined by the City Manager. Motion carried. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve Items lb, lc, and ld of the Committee report. <br />Motion carried. <br /> <br />2. <br /> <br />Planning Commission Report, April 7, 1969 <br />a. The Manager said a letter had <br />been' received .from the Fair Board requesting a delay until they could make a decision <br />as to possible expansion on the' site for the Fair' Board. Under the rules of a court <br />case decision in Salem, the City has no right to hold up a decis}on on zoning for <br />further development by a public body, if the z9ning request is proper., <br /> <br />e' <br /> <br />In answer to a question from Mr. Teague, the Manager said the rezoning ordinance <br />would not go into effect for thirty days. The Planning Director said this delay <br />would ~robably help the Fair Board, and he explained their director ha~ been ill, and <br />this had delayed action. <br /> <br />Mr. Gribskov moved seconded .by-Mrs. Hayward that the Council grant the zoning as <br />recommended by the Planning Commission. Motion carried. <br /> <br />Mrs. Hayward moved seconded by Mr. McDonald to approve Item 2a of the Committee report. Motion <br />carried. c::..2 <br /> <br />b. Exception request recommended, Williams Bakery, southwes~ corner 13th and Moss, to <br />expand ~xisting building. <br /> <br />This item was handled at the regular meeting of April 14, 1969. <br /> <br />I <br /> <br />c. Recommendation to request U.S. General Services Administration to study site for <br />Federal Office Building - General. Services Administration has an authorization for <br />construction of a federal building in Eugene, but not appropriation. They have not <br />taken action to locate a site, and Eugene Renewal Agency has been trying to encourage <br />them to make a sitestudy.to considerthepossibility of use of the former school ad- <br />ministration building north of City Hall. The' Planning Commission recommended this as <br />a logical site for a.Federal Office,Building, and the School Board coutd make a decision <br />to rent or lease the building until G.S.A. actually.had need for it. <br /> <br />e <br /> <br />Mrs. Hayward moved seconded by Dr-. Purdy to requ~st the General Services Administra- <br />tion to study the School District #4J stie north of City Hall as a possible location <br />for a future ' federal office building _in Eugene, .and ,make a decision .rega~d~ng' <br />desirability.
