<br />.a "Present: Mayor Anderson; Councilmen Hayward, McDonald, Wingard, Beal, Gribskov and Mohr; Direc-
<br />. i tor of Public Works; and others.
<br />
<br />1. Field and BackYard Burning - Councilman Mohr commented on recent air conditions, and said
<br />it is quite evident that regulations pertaining to field burning aoopted by the last
<br />session of the legislature had failed to give the desired results. He suggested the
<br />City might obtain an injunction to stop the field burning.
<br />
<br />I Mrs. Hayward was interested to know the status of the ban on back yard burning, which
<br />was referred to the Lane Regional Air Pollution Authority. Mr. Ray said the Authority
<br />is gathering statistics, but that the City now has authority to ban back yard burning
<br />by administative order.

<br />I Mrs. Hayw~rd moved seconded by Mrs. Beal to ban back yard burning.

<br />I Mr. Ray said the Regional Authority has adopted regulations calling for a ban of' all out-
<br />I door trash burning as of January 1, 1971. Mayor Anderson suggested representatives of
<br />I Lane Authority and the Oregon Department of Environmental Quality '(formerly State San-
<br />itary Authority) be invited to the August 11, 1969 Council meeting, and that representa-
<br />I tives of the Lane Authority be asked to be present at the August 6, 1969 Committee
<br />meeting to present information regarding the degree of the proglem as it exists today.
<br />He stressed'too, the importance of publicizing the situation to encourage the public to
<br />send complaints to the State Authority, thereby bringing to the Authority's attention
<br />the seriousness of the situation in this community., It was agreed that the Lane
<br />Regional Authority would be invited to send representatives to the August 6 Committee
<br />meeting, and both the Authority and State Department of Environmental Quality to the
<br />August 11 Council meeting.

<br />I A vote was taken on, the motion to ban back yard burning., and the motion carried unanimously.
<br />
<br />I COUQcilman Wingard commented on the intent of legislation adopted in the last session
<br />I I of the State Legislature, and asked the City Attorney to check the record to see if the
<br />I law is being violated by those persons receiving permits who burn when air conditions
<br />I are not favorable. Councilwoman ,Beal asked the City Attorney also to check on the
<br />I enforcement measures with regard to the situation.

<br />Mayor Anderson suggested that action be delayed on this item until Item 1 of the Committee report
<br />of Augusto6 is heard.
<br />
<br />2. Youth Center - Councilwoman Hayward said she was favorably impressed with the youth program
<br />~ being carried on by the Mental Health Center, the University of Oregon and the City Parks
<br />Department with ,teenagers in the South Amazon Park area. The Parks 'Director said the
<br />program is being coordinated with the youth center idea at the Amazon Building.

<br />3. Misrepresentation in Advertising - Councilwoman Hayward asked if the City can take ac,tion
<br />I in the case of advertising misrepresentation in the flyers distributed for the recent
<br />I
<br />I Rock,Festival. The City Attorney said individuals could sue the promoters in small claims
<br />I court, but that the City has no standing in the matter. Councilman Mohr commented that he
<br />felt closure of the streets for the Festival proved to be a worthwhile action.

<br />4. Resolution, Earl McNutt - At the request of Mayor Anderson, the City Attorney said he would '
<br />prepare a resolution honoring Earl McNutt, former Mayor of Eugene, who recently passed away,
<br />I I to be presented at the August 11, 1969 Council meeting, and a copy would be sent to his
<br />family after adoption by the Council.

<br />Mrs. Hayward moved seconded by Mr. McDonald that Resolution No. 1710 honoring Earl McNutt, former
<br />Mayor of Eugene, be adopted. Motion carried.

<br />5. Prog~ess Report, Central Eugene Pro,iect .. ERA Director David Hunt reported to the Council
<br />I on p~ogress in acquisition of properties in ,the Downtown Project. He said about $3,000,000
