<br />businessmen in the downtown area will be proposed whereby, as a copporation, they can
<br />pool resources and lease properties to themselves-as individuals. A meeting is scheduled
<br />for July 31, 1969 between the Agency and the Council to review preliminary ideas with
<br />regard to new structures in the area, possible expansion of the mall area,. and. schedule '
<br />for proceeding with street closures. He said some improvements are going ahead, such as
<br />sewers and service area for the interior of'the project, meetings are scheduled to
<br />discuss the possibility of another parking structure on the west side, and the Citizens
<br />Advisory Committee is being reviewed for possibility of restructuring.

<br />I 6. Report, Community Seminar on Aging - Mr. LeRoy. Owens"director of the Community Seminar
<br />I on Aging, presented copies of a brochure on the recent Seminar sponsored by the Council,
<br />and financed through an Oregon State Program with funds from the Department of Health,
<br />I Education and Welfare. Also presented were mimeographed copies of recommendatio?s from
<br />I the Advisory Committee appointed by the Council to investigate proble~s of the aging in e
<br />I this community. The recommendations were (1) to appoint a permanent Advisory Committee
<br />I on Aging to act as liaison between elderly citizens and the Council with special cpmmeQd-
<br />II ation given for efforts of the temp~rary committee to ,esta~ 1i~h.a Metropoli~a~ Information /
<br />and Referral System; (2) that the C~ty and County do all poss~ble to make c~t~zens aware
<br />of the growing economic disaster facing aging people, with efforts made to encourage
<br />flexible retirement requirements, and that the organization "Helping Elderly People
<br />Locate Positions" be encouraged to expand its efforts to generate creative employment I
<br />I opportunities for older people; (3) addition of varied recre, ational programs to allow
<br />'increased participation by the elderly; (4) a study of ~ousing for older citizens to,
<br />I include consideration of maintaining individual housing with possible tax rebates;
<br />'I (5) careful consideration of sociological aspects in relocating older people'in the
<br />I process of physical improvements; (6) establishment of a public supported mass transit
<br />I system and support of the'efforts of the Emerald Empire Council on Aging Transportation
<br />II Committee, seeking that Committee's participation in, planning of transportation affecting
<br />, I older people.

<br />"Mrs. Hayward moved' seconded by Mr. Gribskov to establish a committee which would be con-
<br />cerned with problems of aging, to make recommendations to the Council a~d offer suggestions
<br />I and help in solving so~e of the problems of the,aging in this community, the co~ittee
<br />! to be appointed by the Mayor ~nd approved by the Council. Motion carried.

<br />Ii Members of the Advisory Committee commented on the Seminar and the recommendations.
<br />j With regard to the financial status of the elderly, Councilwoman Beal asked whether
<br />II improvement assessments against properties of elderly people could be assumed by the
<br />II City until they could be-charg~d against estates. It was' explained this matter is now
<br />before the Joint Housing Committee and a report will be made at a later date. I
<br />
<br />Mr; Owens commented on the problem developing because of the ever-increasing number of I ~
<br />elderly people who are forced to retire at a fixed, age with income drastically reduced.
<br />" He also commented on the difficulties with lighting and sound system encountered in _
<br />I the City facilities used for the Seminar. I
<br />
<br />j Councilwoman Hayward expressed appreciation for the report and asked if it is planned
<br />I to present the same information to Springfield and Lane County. Mr. OweBS said it would
<br />be given to both governmental units.

<br />II' Mr. Ed Adkins requested that this motion be delayed until more study has been made of needs of the
<br />1 Community. He felt this committee should have a wide representation., Mr. Owens.agreed.with Mr.
<br />II Adkins that the committee should have wide representation, and hoped that some representatives of
<br />II Lane Human Resources could be included.

<br />I legisl~tion sponsored by the seed growers has failed to alleviate smoke conditions and
<br />that a,plea from the Governor for complete voluntary ban on burning has gone unheeded.
<br />He urged the Council to (1) seek complete elimination of field burning in the Willamette 4It
<br />Valley airshed; (2) seek maximum enforcement under existing laws by other governmental
<br />agencies, and ask for greater effort on their part to document problem areas; (3) seek
