Planning Commission, Increased Membership - State law passed by the 1969 legislature <br /> regarding Planning Commission membership necessitates amendment of the city ordinance <br /> I -from seven to nine, with a quorum of five. Two of the members may be residents from <br /> I outside the City. City Attorney recommended adoption of the amendment, which also <br /> deletes the requirement that the Mayor, City Attorney and Director of Public Works be <br /> ex officio members of the Planning Commission, and provides instead that no more than <br /> II two city officials may be designated as non-voting, ex officio members of the Planning <br /> Commission. This would not prohibit other city staff from attending meetings and <br /> I participating in discussion. Planning Commission terms are fa~~four years, and are <br /> appointed by the Mayor. Revision of Personnel Policy - Copies of a revised manual of Personnel Policy were <br /> submitted with the Agenda to the Council, with items having budgetary implications <br /> underlined. Those with double underlining will require Council approval. <br /> Personnel Director reviewed the updated manual in detail, and explained proposed <br /> I changes and their implications. In answer to a question from Dr. Purdy, Mr. Mil~s <br /> I <br /> said temporary employes are on an hourly basis, and do not accrue fringe benefits. <br /> I Councilman Purdy felt a stric'ter policy should be applied regarding sale of tickets <br /> I to merchants. Mayor suggested before any such project initiated, it should be cleared <br /> with the City Manager's office. Councilwoman Beal objected to the section requiring <br /> . resignation of one party, should two employes of one department marry.
