Regarding <br /> call backs, Personnel Director quoted figures to show a total of 120 hours callback during an <br /> 18 month period for the Fire Department. This is not a major problem. <br /> Mr. Dogg':'Post, speaking for the Employe Assoc. said when called in to work overt~me, an employe <br /> should at least be informed whether he will be paid in.comp time. or paid overtime. It was felt <br /> employes should have a choice in method of payment. <br /> Mrs. Hayward moved seconded by Dr. Purgy that the City Manager change the rules to provide for <br /> mutual agreeme~t in the matter of payment or comp time for overtime. Employes and supervisor must <br /> reach agreement. The Personnel Director explained that budgetary problems sometimes preclude <br /> monetary payment for overtime. The Manager said he v;o u1d not object to a procedure to permit <br /> agreement between employe and department head if the administration had the final decision regarding <br /> manner of payment.' <br /> .: <br /> Councilman McDonald suggested amount for overtime be budgeted, and if funds are not available, pay- ~ <br /> e ment would have to be in manner of compensatory time. <br /> ~ <br /> Personnel Director said an amount is now budgeted for overtime, and this is the preferred method for <br /> payment. When there are no available funds in the budget, comp time must be worked out. <br /> Mayor Anderson suggested rewording of Line 5 to say "Payment shall be at the discretion of the <br /> employe". <br /> I Mrs. Hayward moved seconded by Dr. Purdy to change Line 5 under Overtime to read "Whenever possible, <br /> method of payment shall be';at the option of the employe" Motion carried. <br /> Overtime for Shift Personnel - Employe Assoc. has requested further review. . Mr. Post said they <br /> feel the solution offered is equitable, but unworkable. Person~e1 Director suggested a trial <br /> period to see if it will work. <br /> Dr. Purdy recommended that a previous quarter be studied to locate inequities. <br /> Mrs. Hayward moved seconded by Mr. McDonald' to accept the proposal of the administration regarding <br /> I rotating shifts. Motion carried. <br /> Callbacks - The Administration recommends continuance of the present policy of guaranteeing a <br /> two hour minimum on callbacks. Fire Department requests that two hours be given for call back if <br /> no work done, but that those required to work'shou1d be given four hours callback. <br /> Mr. Pat Flynn outlined reasons the Fire Department has requested this cfause and justifications for <br /> I a change. <br /> Mr. Post said the Employe Assoc did not consider this a major issue. <br /> The Manager said such a change would probably only have minor financial implications in the Fire <br /> Department, but would create major problems in the Public Works Department. Suggested the entire <br /> I financial implication be studied. Manager felt two hours paid for callback was sufficient compen- <br /> sation. <br /> Councilman Wingard suggested that adding a four hour minimum for work clause might cause a supervisor <br /> to be more cautious about calling someone in to work. The Manager explained that Public Works has a <br /> great many emergency cal1backsfot which 'a supervisor cannot use discretion. Counci 1man McDona 1d <br /> was inclined to agree with the four hour worked callback clause. <br /> e Mayor Anderson suggested there was a need for more information, and suggested a delay to allow <br /> the Personnel Director to bring back information regarding financial implication when applied to all <br /> departments and record of hours worked under a particular situation. The Council agreed. <br /> The Fire Fighters also requested that overtime be paid, based on a forty hour week, rather than <br /> 56 hour week. They felt this would be more in line with overtime pay received by other city employes. <br /> Mr. Frank Jackson explained that the Fire Department now ~perates under this policy and requested <br /> that the policy. be continued. <br /> Mrs. Hayward moved seconded by Dr. Purdy that the Council approve payment for overtime for firemen" <br /> to continue on a 40 hour basis. Motion carried. <br /> Mr. Post asked that consideration be given to computation of overtime on the basis of an eight hour <br /> day rather than a forty-hour week. He felt some inequity might occur if the supervisor insisted <br /> an employe take time off at the end of the week worked, which could annul overtime worked. Councilman <br /> I Wingard felt the eight hour day could be established, and said this is standard in industry. <br /> The City Manager requested a meeting with Mr. Post to attempt to improve'wording so that employes <br /> would be protected w~thout nindering administrative discretion. <br /> In answer to a query' from Councilman McDonald, the City Attorney said state law provides a 40 <br /> hour week, not more than 8 hours in anyone day. <br /> e Holidays - Personnel :bire?to~ outlined. holiday. char:ges 'receR~ly insti7uted, and prop~sed holiday <br /> additions'.
