Motion carried unanimously. <br /> 3. Letter from Senator Ed Fadeley - Senator Fadeley has proposed an initiative measure <br /> regarding field burning on'the .ballot of November 1970. Mayor Anderson asked the Council <br /> to indicate its feelings on the matter. He believed this resolution a sincere effort <br /> to combat the p~oblem, but thought there were better approaches, particularly since the <br /> Council has had some cooperation with all interested groups involved and some liaison <br /> with the seed industry. This proposal might complicate the problem. The Council has <br />11 had support from the Governor's office and the legislative task force is working on <br /> the problem. Even the seed industry recognizes the elimination of burning is inevitable. <br /> There are certain hazards to an election of this kind. The campaign will take energy <br /> and money. There is also danger of placing regulatory power in the hands of the <br /> electorate, which might require a complicated procedure to change. There is always the <br /> risk of defeat. Defeat would destroy any hope for .the City to seek immediate or quick <br /> solutions. <br /> Mrs. Hayward said she did not want to rule out the possibility of a petition at a later e <br /> date, but wanted to work toward a solution at this time. Mrs. Beal agreed, and said she <br />I would support Senator Fadeley's effort, if she thought it could win, but felt statewide <br />I sympathy was not with Lane County. Dr. Purdy felt the resolution would create a problem, <br /> and the Council should wait until 1972 to give the Department of Environmental Quality a <br /> chance ~o solve the problem. Councilman Wingard agreed that the timing was ab~~t t~e <br /> same, and dd not think the Council should move in that direction. I <br />It Dr. Purdy moved seconded by Mrs. Hayward to place on file! Construction Cutbacks - Councilman Mohr was concerned what effect the action of Governor <br /> McCall to cut back capital construction projects and expenditures in the State, might I <br /> have on the City. He reques.ted a report from staff to determine economic impact or <br /> detrimental effect pn the City. Manager said the Governor has requested information from I <br /> department heads concerning construction programs which have federal monies involved and <br />I where federal and state monies are being distributed to local agencies for construction <br />II programs. The City has peen asked by the League of Oregon Cities to report City .capita1 <br /> projects planned for the coming year, excluding pollution control projects. Clarification <br />I is needed whether urban renewal funds will be affected. A report regarding cutbacks will <br />I be forthcoming from the Governor's office. <br />I 5. On-Street Parking Fees - Councilwoman Beal asked the City Attorney the status of a requested <br />II <br /> report on feasibility of charging for parking space in front of owners property. Attorney - <br />!I said research has been done, and Council will have an 'opinion in a day or two. <br />11 6. Coveralls for Municipal Court Appearance, Jail Prisoners - Mrs. Hayward reminded the <br />j' <br /> Council that some time ago there had been a di~cussion.about changing the policy of ,taking <br />i people to court in coveralls. The Council felt this was not a good policy and that <br />II prisoners could be dressed in regular clothing. Mr. McDonald had said St. Vincent DePaul <br /> could make clothing available to the jail for this purpose. The Manager will review and <br />[' come back with a report. <br />:1 . <br />II Mrs. Hayward presented a deposition taken by Mr. Robert Peters, Methodist Minister, <br />II from a young man who had been arrested and put in jail for being drunk in a public place. <br />II The young man had been put in the hole without any clothing for three hours. Mrs. <br /> Hayward did not consider this humane treatment and felt it should be investig~ted. <br />I City Manager said staff would look into this. <br />! Manager reported the jail expansion is completed and, after final review, will be I <br /> accepted from the contractor. ., <br />II .-- - . <br />II 7! Distribution - The Manager distributed copies of a proposed agreement between the City <br />Ii <br />Ii and the Chamber of Commerce.
