Only two hours would be paid when employe ,did not actually work. <br /> Mr. Jackson pointed out that in minutes of meeting of September 8, 1969 the City Council referred <br /> I this back to City Manager with a request for more information. <br /> 'I After discussion, it was decided to discuss firemen callbacks under paragraph "Firemen callbacks." <br /> With this decision, it was agreed that section referring to callbacks was all right. <br /> I <br /> e FIREMEN CALLBACKS: <br /> I <br /> Mr. Flynn requested the Council to amend t~is section to include a minimum of 4 hours on callbacks <br /> worked and 2 hours on callbacks when no work was required, and ,that firemen should be paid at'rate <br /> of time and one half based on 40 hour week for all shifts less than 24 hour shift.. Firemen would <br /> be willing to accept maximym of overtime pay based on a 56 hour week. <br /> I I In answer to Mr. Flynn the City Manager said wording could be incorporated to include overtime pay <br /> I for over 56 hours on the basis of a 40 hour week, but that he would not propose this. With this, <br /> I: the Mayor said he assumed the paragraph on fire callbacks, as proposed by staff, would be acceptable. <br /> Ij This would, in effect, continue the present practice. <br /> II HOLIDA YS: <br /> I <br /> The Personnel Director explained that, earlier in the year, Washingtonmd Lincoln's birthdays were <br /> deleted as holidays, and the day after Thanksgiving and a floating holiday were ,added to compensate. <br /> Election days have been deleted, and it is suggested that an addition of either the day before <br /> I Christmas or the day before New Years be substituted. <br /> In answer to Mr. Post the Penonnel Director said if Christmas fell on Monday, it would be recognized <br /> that the day before was Sunday. Mr. Post requested that the words "working days before a holiday" <br /> be added. Dr. Purdy thought this was reasonable. <br /> Dr. Purdy moved seconded by Mrs. Hayward to change the wording ,in this section to read "either the <br /> last working day before Christmas, or last working day before New Years Day." Motion carried. <br /> HOLDAY PAY: <br /> ! This was discussed at considerable length previously. Employes are agreed that time and one half <br /> in addition to regular salary should be allowed. <br /> I I <br /> Mrs. Hayward moved seconded by Mr. McDonald to amend the policy to recommend employes be paid <br /> time and one half in addition to regular salary for time_worked on a recognized holillday. <br /> There was discussion regarding the impact and meaning of the proposed policy. Mr. Post indicated <br /> that maintenance men working holidays are presently paid time and one half for working holidays. <br /> Public Works Director said the maintenance divis:ion of his department has been paid at this rate <br /> for twenty years. Many emergency calls are answered on holidays. <br /> e Vote taken on motion. Motion carried. <br /> Dr. Purdy asked if an employe who was required to work on a Saturday holiday would be paid time and <br /> one half in addition to regular salary. Personnel Director said "no", holidays falling on Saturday <br /> are ~ot recognized. <br /> I <br /> Short break taken. <br /> VACATIONS: <br /> When an employe has finished his 9th year of employment, vacation starts to accrue at the rate of <br /> three weeks per year, and he can start to take it after the tenth year. The 4th week of vacation <br /> would be available after the 20th year. <br /> Employe group recommended proposal of ,three weeks at end of 7th year and four weeks at end of <br /> 1 15th year. Mr. Post said this practice is becoming more prevalent in this area. Mayor Anderson <br /> I said assuming no motion to amend, this section is all right as written. <br /> SICK LEAVE: <br /> This is an increase in existing policy ,which has a maximum of ninety days accumulation. <br /> Mr. Post said many employes feel that, with change in administration, this could be misconstrued, <br /> and requested wording to state that there was, no limit as to the number of hours s,ick leave which <br /> e can be accumulated. <br /> Mayor Anderson requested that this wording be incorporated in the final document. <br /> , <br /> '.' <br /> I: 11/25/69 - 2 ..... <br /> !, <br />
